- A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The proposed project is for the construction of a 600-member Army Reserve Center (ARC). Primary facilities include land acquisition and construction of an ARC training building (79,795 SF), Organizational Maintenance Shop (OMS) (5,703 SF), and Unheated Storage building (UHS) (5,163 SF). Buildings will be of permanent construction with reinforced concrete foundations; concrete floor slabs; reinforced concrete or masonry walls, low sloped or sloped roofs, Heating, Ventilation, and Air Conditioning (HVAC); plumbing; mechanical systems; security systems; and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Anti-Terrorism/Force Protection (AT/FP) and physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of 50 years. Energy efficiencies meeting, on average, American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) 189.1 standards through improved building envelope and integrated building systems performance. Air Conditioning (Estimated 263 Tons). Energy features such as geothermal HVAC, solar array, and solar water heating may, and LED lighting, may be included in construction. The solicitation may contain the following options: CFCI OMAR funded items, CFCI Bona Fide Need OMAR funded items, provide a bi-level loading dock, provide wash bays, concrete paving for MEP, white reflective floor surface for OMS, Geothermal system, and tank less hot water heaters. Contract duration is estimated at 700 days. The estimated cost range is between $25,000,000 and $100,000,000 but closer to $25 million. NAICS is 236220. All interested Small Businesses, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business contractors should respond to this survey by email on 07 January 2014 by 12:00 Eastern Standard Time. Responses should include: (1) Identification and verification of the company's small business status. (2) The level of performance and payment bonding capacity that the company could attain for the proposed project. (3) Descriptions of Experience - Provide descriptions your firm's past experience on projects with greater than 90% construction complete or those projects completed within the last five years which are similar to this project in size, scope, and dollar value. a. Projects considered similar in scope to this project include but are not limited to: Army Reserve Centers; Armed Force Reserve Centers; office complexes; schools; vehicle maintenance shops; and hospitals. b. Projects of similar dollar value will include: new construction projects with an original contract amount in excess of $15,000,000. c. Project similar in size would be 63,000 SF or larger. Based on the definitions above, for each project submitted, include: a.current percentage of construction complete and the date when it was or will be completed. b.scope of the project c.size of the project d.dollar value of the project e.the portion and percentage of work that was self performed f.whether the project was design/build or construction only (4) A statement of the portion of the work that will be self performed on this project, and how it will be accomplished.
