- THIS ANNOUNCMENT CONSTITUTES A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IN NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. Market research is being conducted to identify potential small businesses capable of providing and leasing a Tension Fabric Structure. Naval Facilities Engineering Command, Public Works Department Patuxent River is seeking Service-Disabled Veteran owned Small Businesses (SDVOSB); certified HUBZone Small Businesses; certified 8(a) Small Disadvantaged Businesses; Woman-Owned Small Business; Economically Disadvantaged Woman-Owned Small Business (EDWOSB) with current relevant qualifications, experience, personnel and capabilities to perform the proposed requirement. The Contractor shall provide all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation necessary to provide site improvements, infrastructure, equipment and furnishings to support an 18,000 square foot Tension Fabric Structure (TFS) located on the Patuxent River Naval Air Station in Patuxent River, Maryland. Specifically, the TFS will be installed at the northwest corner of the existing Hangar 201 (H201) aircraft apron. In addition to construction elements, the project includes the lease of the TFS facility and associated heating, lighting and exhaust systems. Elements of construction include: Water utilities to serve domestic and fire protection services Sanitary sewer service Non-secure fiber optic communication via conduit and cabling Telephone service via copper conduit and cabling Aqueous Film-Forming Foam (AFFF) fire protection and collection system Compressed Air System Coordination of the primary electrical service installation by Sothern Maryland Electric Cooperative (SMECO) Installation of various commercial and aircraft power distribution systems Video surveillance, security and Intrusion Detection Systems (IDS) Systems furniture and storage areas Relocation of the existing H201 Sun Shield TFS Chain link Fencing Point of Presence (POP) Room for Telecommunications Men & Women Bathroom Electrical room Curbing to direct storm water runoff around TFS Elements of the lease include: •1. A 150' wide x120' long x47' center height and 21' side wall Tension Fabric Structure •2. Radiant Heaters •3. Lighting Package •4. Exhaust Fans North American Industry Classification System (NAICS) Code for this procurement is 531120 and the annual size standard is $25,500,000.00. The contract term will be a base period one (1) year delivery, installation and lease plus two (2) option years. It is requested that interested businesses submit to the contracting office a brief capabilities statement package, no more than 6 pages in length including all attachments, resumes, charts, etc. (single-spaced, 12-pt font minimum) that clearly details the firm's ability to perform the aspects of this notice described above. The package must include the following: (1) Relevant Experience to include experience in performing efforts of similar size, scope and complexity within the last three years, including contract number, indication whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number; and a brief description of how the contract(s) referenced relate(s) to the project described herein; and (2) Company Profile to include certification, number of employees, office location(s), DUNS number, CAGE code, and a statement regarding small business designation and status. All small businesses are encouraged to respond to this Sources Sought Notice. Vendors are reminded that THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. The purpose of this Sources Sought Notice is to assist the Contracting Officer in determining whether an 8(a), HUBZone Small Business, Service Disabled Veteran Owned Small Business, or Women Owned Small Business is an acceptable acquisition strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. Any and all qualified firms are encouraged to respond. Responses to this Sources Sought Notice shall not constitute responses to solicitation, which is not currently available. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Sources Sought Notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the acquisition.
