Description
Maps of HAFB Rails The Air Force 49th Civil Engineer Squadron (49 CES) and the 49th Contracting Squadron (49 CONS) are currently seeking sources for a requirement to remove/recycle approximately 8-9 miles of unused railroad track and associated materials that are located on and off base. This is not a solicitation announcement. This notice neither constitutes a Request for Quote, nor does it restrict 49 CONS to an ultimate acquisition approach. No contract is anticipated to be awarded from this announcement and requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Sources Sought Notice is in support of market research being conducted by the 49 CONS to determine potential sources capable of fulfilling all requirements associated with Railroad Recycling services on Holloman Air Force Base (HAFB). REQUIREMENT: - Contractor shall provide all personnel, equipment, tools and materials necessary in order to remove approximately 8-9 miles of rail (exact amount to be later determined), ties, spikes, plates, bolts and switch gear. Any items which cross paved roadways shall remain in place. - On Base (Approximately 2mi): Remove ties and base course materials and return area to the natural state (graded to desert soil with dust suppression in place). These ties have been tested for hazardous materials and are NOT deemed hazardous. Per EPA guidance these ties may not be resold for residential purposes. - Off Base (Approximately 6-7mi): Remove ties and base course materials and return area to the natural state (graded to desert soil with dust suppression in place). These ties will be tested for hazardous materials at a later date by Holloman AFB. Per EPA guidance these ties may not be resold for residential purposes. - Holloman AFB will be testing the base course soil for hazardous materials. Pending the results, soil remediation may become part of this contract. If the soil is hazardous or does not meet Residential Screening levels it shall be handled according to NMED and EPA regulations. - All materials (rail, ties, spikes, plates, bolts, switch gear, base course, etc), shall be taken off site by the contractor to be recycled, resold, etc. Per the rail/tie information below we believe the contractor shall be able to profit from the sale/recycle of rail and ties. - Holloman AFB expects to receive a profit from this recycling effort. This will be distributed to the base recycling program. This sources sought is intended to gauge this possibility based on the information provided. - In your response please include information regarding the feasibility of this project, estimated cost to perform this work and whether or not Holloman AFB can expect to receive a profit in return. There are access roads leading to the on and off base sites but it is likely that there will be issues moving big equipment (especially off base). MATERIAL INFORMATION: - Rail: 90 lb (Stamp 902R AACC 1954) - Rail has been surveyed and approximately half is in resale condition. The remaining amount can be sold for scrap value. - Ties: Approximately 25% appear to be reusable. Firms responding to this sources sought notice are also requested to provide the 49 CONS with capability statements, which need to include at a minimum: -Company Name -Point of Contact Name and Number --Registered in System for Award Management (SAM) -Business Status (8(a), Small, Hubzone, Woman-owned, etc.) -Commercial and Government Entity (CAGE) Code Capabilities statement shall be submitted via e-mail to all of the following: david.morgan@holloman.af.mil and sally.roberts@holloman.af.mil no later than 2:00 p.m. Mountain Standard Time (MST) on Monday, 6 January 2014. Holloman AFB is located about 9 miles west of Alamogordo, New Mexico on Highway 70/82; 90 miles north of El Paso, Texas, and 60 miles east of Las Cruces, New Mexico.
