Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Minimal Essential Characteristics (MEC) The USACEHR requires four caging systems to hold individually ventilated cages for housing rats and mice-two racks for each for a total of four racks. Caging systems will be placed in a recently renovated vivarium and must meet currently available size, power, and HVAC capabilities. Quotations submitted shall provide a matrix that directly point back to all MEC's. Forms of documentation may include sales pamphlets, product specification sheets, product documents, user guides, catalogs, etc,. Requirements for caging system 1.Caging system must be single sided. 2.Caging system must have blowers on both the exhaust and supply air. 3.Blowers must be attached to the rack to allow movement of entire system, but must also be easily detachable by an end user. 4.Caging system must have a digital controller for blowers. 5.Caging system must be capable of maintaining positive and negative air pressure in cages. 6.Caging system must be capable of 70 air changes per hour (ACH). 7.Caging system must provide dual HEPA filtration. 8.Caging system must have wheels. 9.Each rack must hold at least 35 rat cages or 70 mice cages. 10.Dimension of system with blowers may not exceed 80 quote mark x 24 quote mark x 84 quote mark (l x w x h). 11.Caging system must be able to connect to the house HVAC through a 4 quote mark round duct. 12.Exhaust line must reach exhaust pipe located above the center of the cage system in the ceiling (9' high). 13.Maximum exhaust flow may not exceed 30 cfm. 14.Unit must include a 9 foot or greater electrical cord with a NEMA 5-15 plug. 15.Unit must operate at 120 10% VAC, 60 Hz, and 12 A. 16.Acoustic levels in cages when system is operating at 60 ACH: a. less than 30 dB at 1-2 kHz b. less than 15 dB at 2-5 kHz c. less than 1 db at 4-100 kHz 17.Air flow should keep ammonia levels below less than 30 ppm without changing bedding or cages for 14 days with 5 mice per cage with corn cob bedding and 60 ACH. 18.Air exchange efficiency should allow removal of greater than 90% contaminates in 2 minutes and greater than 98% in 4 minutes when operated at 60 ACH. 19.Supply air and exhaust air must be located at opposite ends of the cage. 20.In the event of a power outage, rack must be capable of restart on its own with previously selected operating parameters. 21.Racks must be suitable for disinfection with vaporized hydrogen peroxide, chlorine dioxide, bleach, and alcohol-based disinfectants. 22.Racks must be compliant with AAALAC guidelines for rats and mice. Requirements for cages: 1.Cages must be available pre-filled and without bedding. 2.Cages must be fully disposable. 3.Cages must be of a stackable design. 4.Water bottles that integrate with the cages must be available empty and filled. 5.Cages must arrive irradiated and bagged. 6.Cages must be autoclavable. 7.Plastics used in cages and water bottles must be recyclable. 8.Mice cages must be suitable for 5 mice with a minimum floor area of 75 in2 and height of 5 in. 9.Rat cages must be suitable for 2 rats with a minimum floor area of 140 in2 and height of 7 in.
