- SOW Dockside Repairs to NOAA Ship Okeanos Explorer The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the dockside repairs to NOAA Ship Okeanos Explorer. The Okeanos Explorer is 224 feet long overall, and its home port is 2578 Davisville Road, North Kingston, RI 02852. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: SSDG (Electrical End) Overhaul and Cleaning, Port Light Renewal, Watertight Soft Patch (Berp) Renewal, Deck Crane Hoist Overhaul, Port Anchor Windlass Overhaul, 02 Deck (Upper Deck) Preservation, Exterior Door Repair and Door Frame Replacement, Fire Alarm Expansion, Generator Room Bilge Preservation, Propulsion Motor Inspection and Maintenance and ABS Intermediate Hull Survey 6 Inspection OPTION ITEMS: 01 Deck (Forecastle Deck) Preservation, Oily Water Separator Replacement, Fuel Oil Purifier Replacement, Pilothouse Wiper Renewal, 4-52-0-W Ballast Tank Top Preservation ADDITIONAL ITEM REQUIREMENTS (AIRs): These items relate to Growth Work. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 36 calendar days, with a start date of May 20, 2014 and a completion date on June 24, 2014. The place and date for an inspection of the ship is January 23, 2014 at 8:00 a.m (local time) at 2578 Davisville Road, North Kingston, RI 02852. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Jon Rix at (757) 441-3495 or by email at jon.e.rix@noaa.gov and copy the Contract Specialist, Chas Hartley at charles.hartley@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer for access. This procurement is being issued as a Total Small Business Set-Aside. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15; the RFP will be issued on or about January 20, 2014 with proposals due on or about February 19, 2014. The anticipated award date is April 20, 2014. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal conforming to the solicitation, will be most advantageous to the Government, considering only price and the price related factors specified in the solicitation. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; Offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the proposal. All responsible sources may submit a proposal, which shall be considered by the agency.
