Description
Amendment 0001 extends closing date and provides answers to questions. This modification is to provide responses to questions received for solicitation N0017814R1003 and extend the closing date to 21 January 2014 at 12:00 pm. Solicitation amendment 001 is attached and also includes all of the CDRLs. Question 1: SK101950 Shaft, RMC - the shaft does not go through the SK101947 Plate, Side RMC Assembly as a result of the prescribed manufacturing steps and the sequence we would need to achieve fabricating it in this manner. Two options we see to resolve this are: a) Enlarge the.922 hole to 1.031 (in one or both) Plate, Side RMC parts is needed to complete assembly. b) The hex of the shaft could be turned to a diameter across points to.900 by 1.0 long (on 1 or both ends) to accommodate assembly. Answer 1: The Government approves option A. Enlarge the hole to 1.031. Question 2: Can you provide CAD models (or STP files) for all parts? Answer 2: These will be provided via e-mail to offerors meeting the requirement to provide copies of International Organization for Standardization (ISO) 9001 and Aerospace Quality Standard AS9100C certifications. Question 3: Can you provide art work for Dragon Spear graphics? Answer 3: These will be provided via e-mail to offerors meeting the requirement to provide copies of International Organization for Standardization (ISO) 9001 and Aerospace Quality Standard AS9100C certifications. Question 4: Request deviation from.005 -.01 depth dimension of engraving to.025" based upon paint adherence and metal flatness. Answer 4: Government approves request. Question 5: Would you grant an extension of time? Answer 5: Yes, the solicitation has been amended to extend the closing date to 21 January 2014 at 12:00 pm. Question 6: Can you also provide us with the CAD data and art work for the two "Arrows" and the "Dragon Spear" logo. Answer 6: These will be provided via e-mail to offerors meeting the requirement to provide copies of International Organization for Standardization (ISO) 9001 and Aerospace Quality Standard AS9100C certifications. Question 7: Page 57 capabilities to "Manufacture parts with dimensions of up to 25 feet in length"? None of the parts in this solicitation are anywhere near 25 feet in length, why would they require that? Is it a typo? Is it truly a requirement where not having that capability would cause our bid to be thrown out. Answer 7: This particular order does not include materials that are 25 feet in length. It will not disqualify a company if they do not have this capability. The offeror should submit what techniques they use to handle materials of this size, or if outsourcing to a supplier, they should provide that information. Additionally, the offeror should present how they receive and ship items this large. Question 8: Page 57 Capabilities to "Fabricate and assemble the majority of sheet metal parts in house". We do not fabricate sheet metal parts, however, we do have relationships with sheet metal fabricators that would not have any issues producing the sheet metal parts required in this solicitation. Does the government look adversely on bids that cannot produce the sheet metal parts in house? Answer 8: It is recommended that offerors propose any past performance data, processes, and any additional information about the business relationships their organization has with their suppliers. The Government will not look adversely on bids that cannot produce sheet metal parts in house; however, the Government will require seeing that capability if completed out of house. By showing that they have suppliers will show that they have the capability. Question 9: The solicitation requires undefined in-house or subcontractor capabilities to support the GWS "rapid prototyping" and manufacturing/machining therefore to effective address these demands a description of the anticipated types of materials and specialized treatments or coatings is required to insure their inclusion within the proposal content. Answer 9: The RMC assembly was designed to give offerors the ability to show manufacturing process capabilities; however, future requirements will be more comparable in scope and size of the Delivery Order 0001 (30mm TGM Assembly). Additionally, the maximum manufactured part length was identified as 25 feet; there is a corresponding maximum width and height dimension. Please provide the breadth or range of manufacturing capabilities that would be required with proposal. 25 feet was used as a maximum estimation of future designs (sizes). It is recommended that offerors propose their maximum amount of capabilities and a ratio of the in-house vs. outsourced capabilities they may have (to support this capability/effort/part). Additionally, they can propose any additional information they may have that will ensure the offeror will meet the Government's minimum requirements. At times, we will have test stands, air pallets, etc. that will be required as a one-time requirement. These are just "one-off" requirements that will be test articles, test stands, test assemblies, etc. Size requirements were estimated at around 25 feet. Please note that the majority of Delivery Orders will not have requirements for parts that are 25 feet length. Question 10: The Offeror has submitted the requisite ISO 9001 and AS9100C certification to the PCO and received the information regarding the solicitation Attachments J.2 "Bid Sample Drawings" and J.3 "Technical Scenario/Delivery Order 001 Drawings" to be provided to the Offerors for completion to the proposal Section L instructions. However, within the Factor 1, Subfactor 2 content it states that '... after the Government has verified that the Offerors have met the mandatory requirement, the Offeror will receive a complete drawing package, assembly instructions, inspection criteria and delivery dates with in instructions...', the Offeror has only received the drawing files. Please provide the remaining content to support a proposal development effort. Answer 10: Everything is in the Technical Data Package (TDP) that offerors will need to build this TGM. Assembly instructions and inspection criteria are contained within the TDP. Question 11: Confirm the "Approved Redline Drawing Revision in Work" note on the drawing package is the release and authorized configuration for the 30 MM Gun Mount Assembly proposal and fabrication effort. Answer 11: Confirmed. This is the latest configuration. Question 12: Provide the lead-time and delivery information for the GFE items within the drawing package; Answer 12: The RMC Assembly is due 01/21/2013 - updated recommendation from technical team. The TGM Assembly has a lead time of 90 days after award of contract. Question 13: Provide a list of GFP tooling and assembly fixture(s) that will be available to the Offeror, to include the availability date; Answer 13: No GFP tooling will be given to offerors for the RMC Assembly or TGM Assembly. There is no specialty tooling involved with these particular builds. Question 14: Provide the obsolescent part assessment and status of the procured items noted within the drawing package; Answer 14: To the Government's knowledge, as of last drawing review (which was held weeks ago) there are no obsolescent parts within this drawing package. The procured items have already been ordered and are at the Government's facilities. For this order, the Government will install those components once the TGM Assembly has been delivered to NSWCDD. Question 15: Confirm that the initial delivery is require 90 days after receipt of order and if correct will an authorization to procure long-lead items be granted in advance of the order award? Answer 15: Confirmed on 90 days after receipt of order. Long lead time items would be called out by an awarded contractor Question 16: The solicitation identifies CDRLs A001, A002, A003 and A004 in the Section C.6 Project Reporting content. The solicitation contains only CDRL A001, therefore, please provide the omitted CDRLs and update the solicitation. Answer 16: The solicitation amendment includes the missing CDRLs. Question 17: The solicitation issue date on the SF 33, Box 5 is identified as 22 November 2013, however, the posted date on the Federal Business Opportunities website is 27 November 2013. Which date is the date of record relevant dates for the solicitation issuance? Answer 17: The solicitation issuance date is 22 November 2013. Question 18: Is it correct to assume that the electronic submission of a proposal is not acceptable as a compliant delivery includes one complete copy of each volume on individual CD which precludes an electronic delivery? Answer 18: Delivery of the Bid Sample and complete proposal on CD shall be delivered to: Stacey L. Palivoda, CS20-9 Dahlgren Division Naval Surface Warfare Center 17632 Dahlgren Road Ste 157 Dahlgren, VA 22448-5110
