- Description
- Notice of Intent. The U.S. Department of Agriculture, ARS, Stoneville, Mississippi, intends to award a sole source procurement to Uster Technologies, Inc., 456 Troy Circle, Knoxville, TN. 37919, for a service/maintenance agreement as they are the sole source for the following Uster Technologies fiber to yarn testing equipment: • Tensorapid 4 (2) • AFIS 4, with length module • UT4B SX/A/CS, with UT 4/5 OH module, OI module, OM module, FA module • AFIS Pro, with AutoJet module, length module, trash module • HVI 1000M, with cabinet and moisture module • UT5 B/A, with UT4/5 OH module, FM module, OM module Pursuant to the authority of 41 U.S.C. 253(c) (1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The instrument is located at the USDA, ARS, MSA, SRRC, 1100 Robert E. Lee Blvd., New Orleans, LA. 70124. The agreement includes repair or replacement of defective or malfunctioning components; inspecting, adjusting, and calibrating the listed equipment;, 2 scheduled visits; 2 emergency visits; provisions for additional visits; replacement of consumables due to a hardware failure; additional operator training, practices, methods, and testing standards for the operation of the equipment; and comprehensive email support and telephone support (instrument, applications, troubleshooting). Service must maintain and not invalidate Uster Technologies warranty for all equipment covered under the contract. Period of performance will be from January 1, 2014 through December 31, 2014. The Government intends to award a firm fixed price Purchase Order on or about December 31, 2013, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central standard time, December 24, 2013. Information received will be considered solely for determining whether to conduct a competitive procurement and can be emailed directly to the Contracting Officer, Terry Krutz at terry.krutz@ars.usda.gov.
