- Statement of Work for Class Addenda The Department of Homeland Security/Immigration and Customs Enforcement (DHS/ICE) is requesting quotes in this combined synopsis solicitation for a vendor to provide Macintosh Computer Forensics Training in accordance with the attached Statement of Work (SOW). Attendees are computer forensic agents (CFAs) from three different government agencies. Training shall consist of a one week basic course from February 3, 2014 through February 7, 2014; plus a second session which shall be an advanced Macintosh Computer Forensics Training course from February 10, 2014 through February 14, 2014. Training dates are non-negotiable. The mandatory training site shall be the Federal Law Enforcement Training Center (FLETC) in Glynco, GA. Contractor is responsible for providing all vendor neutral software, training manuals, and hardware (external hard drives) for a quantity of 24 attendees. Contractor is responsible for all travel costs, which must be included as part of their firm fixed price quote. The Government intends to make a single award for this requirement. Reference FAR 12.603 streamlined solicitation for commercial items procedures, this is a combined synopsis /solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested, and a written solicitation will not be issued. Solicitation number HSCEMD-14-Q-00002 is being issued as a request for quotations (RFQ). The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-71 (Nov 25, 2013). This acquisition is a total small business set-aside (NAICS 611710) with a size standard of $7 Million per year. Reference the Addenda to FAR 52.212-1, the quoters pricing document must include the following Contract Line Items (CLIN) in the format described herein: CLIN 0001 Basic Macintosh Forensic Survival Training, Feb 3, 2014 through Feb 7, 2014, 40 hours, in accordance with the SOW. Quantity: 1 Unit of Issue: WK X ____________ = Total $ ______________ CLIN 0002 Advanced Macintosh Forensic Survival Training, Feb 10, 2014 through Feb 14, 2014, 40 hours, in accordance with the SOW. Quantity: 1 Unit of Issue: WK X ____________ = Total $ ______________ TOTAL Amount: $ ______________________ FAR 52.212-1 applies to this solicitation in addition to the addenda attached to this announcement. FAR 52.212-2 applies to this solicitation in addition to the addenda attached to this announcement. If the quoter has not already completed the provisions at FAR 52.212-3 in the System for Award Management (SAM), then a copy of the completed provisions must be included with their quote. FAR clauses 52.212-4 and 52.212-5 are applicable to this acquisition, and addenda are attached to this announcement. Reference FAR 52.212-5, paragraphs b, the following clauses apply: 52.203-6, 52.204-10, 52.209-6, 52-219-6, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-40, 52.223-18, 52.225-13, and FAR 52.232-33. From FAR 52.212-5, paragraph c, the following clauses apply: 52.222-41, 52.222-42 The Defense Priorities and Allocations System (DPAS) and associated rating are not applicable to this acquisition. Vendor is to provide a technical proposal and price quote in response to this notice. Award shall be made to the vendor who provides the Lowest Price, Technically Acceptable Quote. Quotes (to include both technical and pricing information) are due no later than 3 PM Central Standard Time (CST) on January 7, 2014. No late quotes will be accepted. Quotes and attachments will be accepted by e:mail (sally.arnold@ice.dhs.gov). It is the responsibility of the quoter to ensure timely receipt of their quote and all attachments by the Government. Questions must be submitted in writing by e:mail to both of the following: Sally Arnold (sally.arnold@ice.dhs.gov), and Ken Morigeau (kenneth.w.morigeau@dhs.gov ). Answers to all questions shall be furnished by amendment to this solicitation available to all interested parties, once posted to this website. Cutoff date and time for questions is: January 2, 2014 at 4 PM CST. No questions will be answered if submitted only by phone.
