- Solicitation Package This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THE BUREAU OF FISCAL SERVICES(FS) OF BEHALF OF THE FINANCIAL CRIMES ENFORCEMENT NETWORK (FINCEN) IS SOLICITING FOR HOTEL ACCOMMODATION SERVICES FOR THEIR WASHINGTON, DC HEADQUARTERS IN ACCORDANCE WITH THE STATEMENT OF WORK (SOW) HEREIN. THIS REQUEST FOR PROPOSAL (RFP) WILL RESULT IN THE AWARD OF ONE (1) OR MORE BLANKET PURCHASE AGREEMENTS (BPAs) IN ACCORDANCE WITH THE ATTACHED TERMS AND CONDITIONS. IF MORE THAN ONE BPA IS ISSUED, IT IS THE GOVERNMENT'S INTENT TO AWARD ONE PRIMARY, SECONDARY AND A THIRD BPA WITH THE SECONDARY SERVING AS A BACKUP TO THE PRIMARY BPA HOLDER AND THE THIRD SERVING AS A BACKUP TO THE PRIMARY AND SECONDAY BPA HOLDER. OFFERORS SHALL SUBMIT PROPOSALS IN ACCORDANCE WITH THE INSTRUCTIONS TO OFFERORS AND CORRESPONDING ADDENDUM. OFFERORS ARE ENCOURAGED TO PROVIDE FURTHER PERCENTAGE DISCOUNTS FROM THE FEDERAL PER DIEM RATES IN RESPONSE TO THIS COMPETITIVE SOLICITATION. The NAICS code is 721110 and the size standard is $30 M. This is an unrestricted open market procurement. Additional contract requirements and terms and conditions may be found in the attachment. Defense Priorities and Allocations Systems (DPAS) and assigned rating are not applicable to this acquisition. Quotes shall be submitted to the psb1@bpd.treas.gov email address on or before 2:00 PM ET January 3, 2014 to the attention of TFSAFIN14Q0006 S. Barker/P.White in the subject line of the email.
