Request for Information, Sources Sought THIS IS A REQUEST FOR INFORMATION ONLY/SOURCES SOUGHT AND YOUR RESPONSE IS NOT AN OFFER AND DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY RESPONSE TO THIS MARKET SURVEY, OR TO CONTRACT FOR SUPPLIES/SERVICES. The Marine Corps Systems Command (MARCORSYSCOM), Infantry Weapons Systems, Quantico, Virginia, seeks potential solutions for a non-developmental/commercial-off-the-shelf Adjustable Stock for the M110 Semi-Automatic Sniper System (SASS). Vendors should review section (1) of this document for background information, and submit responses in accordance with sections (2) through (3). The M110 SASS is a semi-automatic sniper rifle that is manufactured by Knight's Armament Company. It utilizes standard 7.62mm M118 LR ammunition. The M110 SASS is equipped with the MIL-STD 1913 Rail System, Back-Up Iron Sight (BUIS), bipod, six 20 round magazines, rifle sling, day optic, and sound suppressor. Caliber 7.62x51mm NATO Effective Range 800m Weight w/o Suppressor 13.7lbs Weight w/Suppressor 15.3lbs Length wo/Suppressor 40.5in Length w/Suppressor 46.5in Magazine Capacity 20 Rounds Scope Premier Reticles 3-15 x 50, M8541A Scout Sniper Day Scope Mode of Fire Semi-Automatic Safety Manual lever The current stock is a rigid, single piece with an adjustable buttplate capable of extending up to 4.5" outward from the stock to give the user additional length of pull. The lack of a vertically adjustable cheekpiece (sometimes referred to as a "comb") has made it difficult for many users to reliably achieve and maintain proper sight alignment with the optic. The desired solution should offer both vertical and horizontal adjustment without compromising the construction/integrity"of the current M110 SASS. If practical, the desired solution should utilize the existing operating components of the rifle (e.g. buffer tube, buffer, buffer spring). •1. The following attributes represent the draft requirement for the M110 Adjustable Stock. This requirement is not finalized and the below attributes should not be read as exclusionary to any existing stock systems. •a. The stock should be of an adjustable design. •b. The stock should not hinder or reduce the inherent accuracy of the current system (defined as 1.0 Minutes-of-Angle as measured by extreme vertical spread). •c. The lower receiver should be able to accept the adjustable stock without modification. •d. The stock should possess interfaces for the M110 sling (Quick-Cuff Rifle Sling). Sling swivel interfaces should be provided on both the right and left side of the stock. (Threshold) The stock should possess an interface for the current rear sling swivel (Objective). •e. The stock should encompass an overall length of no longer than 12.25 inches. •f. The stock should weigh no more than 2 lbs. •g. The stock should provide a height-adjustable cheekpiece. Cheekpiece height should adjust from 0.25 to 1.00 inches above the buffer tube, and should not interfere with charging handle operation in any position. •h. Stock adjustments should not require any special tools (Threshold) and should be capable of locking the adjustments without the use of special tools (Objective). •i. The cheekpiece should provide horizontal adjustments (Objective). •j. The stock should be of such a design that allows a length of pull adjustment (Threshold). The minimum total length of pull adjustment should be 1.75 inches, and should provide 13.75 and 15.5 inches (Objective). Length of pull adjustment should require the use of no more than one removable spacer (Objective). •k. Length of pull adjustment should not require special tools in order to manipulate (Threshold). The length of pull adjustment should be capable of being locked without the use of special tools (Objective). •l. The buttstock should possess an ergonomic hand-hold notch for the non-firing hand. The notch should be ambidextrous and should be smoothly contoured to the dimensions of a human hand, without sharp edges. The notch should be 3-5 inches from the butt plate. The notch should be designed to facilitate marksmanship fundamentals and should not hinder or reduce a sniper's ability to align body and rifle, ability to apply rearward pressure to the stock into the shoulder, or ability to place the rear portion of rifle stock on the ground. Presence of a ground spike alone will not satisfy this attribute. •m. Materials should meet MIL-STD-810G. •n. Materials should be capable of being painted in accordance with TM 43-0139 Painting Instructions for Army Materials. •2. RFI Submissions. Vendors interested in this RFI should submit the following information about their proposed stock system: •a. What is the vendor's proposed delivery schedule (per month) for the proposed stock system? •b. Provide a photo of the proposed stock system. •c. Is the proposed stock of an adjustable design? •d. Can the proposed stock be integrated with the M110 SASS lower receiver without modifying the existing system? • i. If not, provide a list of M110 SASS components that would need to be modified or replaced in order to accept the proposed stock. The current stock assembly includes the following components: •a. Rigid M16-style buttstock with adjustable buttplate •b. Buffer tube, 9.1875" L x 1.1111" D (as measured from the back of the lower receiver to the end of the tube) •c. Buffer •d. Buffer spring •e. Standard M16A1 screw •e. How many sling interfaces does the proposed stock possess? Where on the proposed stock are the interfaces located? •f. Does the proposed stock possess an adjustable cheekpiece? • i. If so, is it adjustable vertically? In what increments? • ii. Is it adjustable horizontally? In what increments? •g. What is the minimum and maximum length of the proposed stock? •h. What is the weight of the proposed stock? •i. Does the proposed stock offer a length of pull adjustment? • i. If so, in what increments? • ii. If so, what is the minimum and maximum length of pull adjustment? • iii. If so, does adjustment and locking of the length of pull require any tools? •j. Does the proposed stock possess an ergonomic hand-hold notch for the non-firing hand? • i. If so, please provide a detailed photo or drawing of the hand-hold and its placement on the proposed stock. •k. What are the primary materials that compose the proposed stock? •l. Is the proposed stock able to be painted? If so, with what types of paints? •m. Commercial price of the stock. POC Information. Companies possessing the capability noted above are encouraged to submit a statement of capability, as well as any commercial/non-developmental brochures or other literature. Please notate if the part is offered on GSA Schedule. Responses must include the following: corporate business size, stating whether the company is 8(a) certified, service disabled veteran-owned, veteran owned, woman owned, HUB Zone, Native American, or qualified under other Small Business Administration approved designations. MCSC will use the results of this announcement to determine what capabilities exist in the marketplace to fulfill a potential requirement outlined in section (2).
