- NOTICE: This is not a solicitation but rather a Request for Information (RFI) to determine potential sources and is for information and planning purposes only. The purpose of this RFI is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competed. The U.S Army Contracting Command-Aberdeen Proving Ground (ACC-APG) is seeking qualified potential sources with existing Ultra Low Visibility Concealable Body Armor (ULV CBA) solutions in support of Product Manager Soldier Protective Equipment (PM SPE). Interested parties shall submit all necessary documentation to validate their ability to meet the requirements outlined below. PROGRAM DESCRIPTION: The ULV CBA system will be worn by ground troops conducting non-traditional operations providing increased concealment over the Concealable Body Armor (CBA). This system is considered a critical safety item (CSI). The ULV CBA system is made up of three (3) components and is intended to be worn in two (2) different configurations. Components: 1. ULV CBA carrier 2. Stand-a-lone torso and side * Ultra Low Visibility Inserts - Hard Armor (ULVI-HA) providing select small arms protection. 3. Stand-a-lone torso and side * Ultra Low Visibility Inserts - Soft Armor (ULVI-SA) providing select handgun protection. *The ULVIs are not intended to be used as a substitute for the Enhanced Small Arms Protective Insert (ESAPI) and Enhanced Side Ballistic Insert (ESBI). Configurations: 1. ULVI-HA configuration worn in high rifle threat environments. 2. ULVI-SA configuration worn in environments absent of rifle threats but still necessitates pistol threat protection. The ULV CBA system shall be available for sizing across the 5th - 95th percentile in the following sizes: COMPONENT -- SIZES --------------- ------------------------------------------------ ULV CBA Carrier -- Five (5): X-Small, Small, Medium, Large, X-Large ULVI-SA (Torso) -- Five (5): X-Small, Small, Medium, Large, X-Large ULVI-SA (Side) -- One (1) Size ULVI-HA (Torso) -- Five (5): X-Small, Small, Medium, Large, X-Large ULVI-HA (Side) -- One (1) Size A complete ULV CBA system shall include the following: * Two (2) ULV CBA Carriers per system (one is a spare) * One (1) set of ULVI-SA torso inserts (front & back) per system * One (1) set of ULVI-SA side inserts (left & right) per system * One (1) set of ULVI-HA torso plates (front & back) per system * One (1) set of ULVI-HA side plates (left & right) per system REQUIREMENTS: The design of the ULV CBA shall be unisex and consist of a carrier that accommodates either the ULVI-SA or the ULVI-HA separately and be backwards compatible with the current ESAPI and ESBI plates. The ULVI-HA shall be designed to defeat the required small arms threats without use of ULVI-SA. The size dimensions for the plate pockets are defined as follows: Torso plate pockets: * X-Small - 7.25 quote mark W x 11.50 quote mark L * Small - 8.75 quote mark W x 11.75 quote mark L * Medium - 9.50 quote mark W x 12.50 quote mark L * Large - 10.25 quote mark W x 13.25 quote mark L * X-Large - 11.00 quote mark L x 14.00 quote mark L Side plate pockets: 6.00 quote mark W x 6.00 quote mark L The ULV CBA system (with and without the use of the hard armor inserts) shall provide maximum concealability under conservative civilian attire (men's dress shirt or women's blouse) and under a military combat uniform. The carrier shall be of a neutral/earth tone color and be capable of quick doffing in emergency situations. Adjustability shall be provided at the shoulders to permit the height of the armor system to be adjusted. The soft and hard armor ballistic inserts shall be removable and must be secured by way of a suitable closure system that is secure and is easy to open and close. The vest shall have side pockets that allow for the insertion of the soft armor ballistic panels as well as hard plates with belly strap(s) for torso adjustment. Straps shall be on the outside of the vest for ease of adjustability. The belly strap(s) shall have elastic properties to permit full range mobility. The ULV CBA system must be able to be worn in the following configurations: a. Primary: ULV CBA carrier with ULVI-HA (torso and side) b. Secondary: ULV CBA carrier with ULVI-SA (torso and side) c. Alternative: ULV CBA carrier with ESAPI and ESBI. The ULV CBA system shall provide: * Total maximum system weight between 10 and 18 pounds. Total system includes front, back, and side protective ULVI and harness/carrier: SIZE -- SYSTEM WEIGHT OUTER CARRIER/ULVI (lbs) ------------------------------------------------------------ Extra Small-- 10.2 Small-- 12.0 Medium-- 14.4 Large-- 16.2 X-Large-- 18.0 * Provide easy donning and doffing (between 20-30 seconds). * Be compatible with currently fielded uniforms * Provide threshold soft armor level of protection capable of stopping pistol threats including: o 9-mm, 124-grain Full Metal Jacket (FMJ), o 9-mm, 94-grain Steel Jacket Lead Core (SJLC), and o 7.62 x 25-mm, 85-grain SJLC. * Provide objective hard armor plate protection capable of stopping threats F and R * Must be able to deliver 100 Ultra Low Visibility CBAs within sixty (60) calendar days after contract award and no more than 19,050 over the life of a contract. Instructions for preparing a response: Interested parties shall submit all necessary documentation to validate their ability to meet the requirements outlined above. At a minimum each response shall provide: * Technical Narrative/White Paper describing the system and what capability/requirement it provides; * Test Data from an independent certified NIJ lab that supports the described capabilities of the system (if test data is available); * Production capabilities; and * Delivery capabilities. In addition, interested parties shall provide the following information regarding their business, business size, and delivery & production capabilities with their response: * Commercial and Government Entity (CAGE) Code; * Data Universal Numbering System (DUNS); * Business size (Small Business (SB) vs. Large Business (LB)) - identifying what type of SB, if applicable; * Rough Order of Magnitude (ROM); and * At least two past performance references to include contract number, customer name/organization, quantity ordered, contact information (point of contact (POC), POC email and POC phone number). The North American Industry Classification Systems (NAICS) Code that any future requirement would fall under is 315990 which require a business size standard of 500 employees or less. The Government will use the business size information provided to determine the best acquisition strategy should a firm requirement come to fruition.
