- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing construction services for P1391 SOF Sustainment Training Complex, Marine Corps Base, Camp Lejeune, North Carolina area as follows: P-1391 “ SOF Sustainment Training Complex, MCB, Camp Lejeune, NC P-1391 will construct an 83,649 SF SOF Sustainment Training Complex and miscellaneous supporting structures/utilities/infrastructure for small arms and breaching activities required for East Coast based units assigned to U.S. Marine Corps Forces Special Operations Command (MARSOC). The Complex will consist of an Indoor Small Arms Shooting Range with Decontamination/Head Component, (2) Shoot Houses, a Breacher Classroom, (2) Breacher Houses, miscellaneous small training venues, and expansion of tactical landing zone Vulture. Special construction features include storm water best management practices, ventilation for lead dust control, and ballistic wall/ceiling systems. Electrical systems include: primary power distribution, lighting, energy control systems, communications/data/camera systems, electrical switch gear, transformers, circuits, and fire alarms. Mechanical systems include: plumbing, fire protection, heating/ventilation/air conditioning systems, energy management control systems, and direct digital controls. Information systems include telephone, data, local area network, mass notification and intercom. Site system/connections will include utility distribution/collection systems, traffic control, parking lots, paved roadways, electrical power, domestic water, fire protection water, sanitary sewer, storm water management, fire alarm, telephone/data communication, fiber optics, and television. Specific Requirements: Provide demolition, site preparation, utilities, grading, drainage, storm-water management facilities, pavements, and other site amenities for the SOF Sustainment Training Complex. The site is wooded and does have some wetlands. No wetland disturbance is permitted with this project. Utilities: Natural gas is not available at MCB Camp Lejeune MARSOC area. An above ground 18,000 gallon propane storage tank will serve the Indoor Range. Storm Drainage and Stormwater Management: Stormwater management facilities will be open basin sand filters with underdrains and built to meet NCDENR Stormwater management requirements. Structural System: Sustainment Training Complex. The new complex will consist of a combined Indoor Range and Decontamination facility, two Shoot House facilities, a Breacher Classroom building, two Breacher House facilities, and miscellaneous training structures. Foundations: The foundations for the buildings on this complex will be shallow foundations designed for an allowable bearing capacity of 2000 pounds per square foot. Steel columns will be supported by isolated spread footings. The ground floor slab for all buildings will be a concrete slab-on-grade supported on compacted subgrade. Portions of the Shoot Houses and Indoor Range will require preloading and monitoring of subgrade using settlement plates prior to installation of foundations or slab on grade. Superstructure: Indoor Range: The Indoor Range and Decontamination Building will be a single-story structure with higher roof elevation over the range areas. The primary structural framing for the range areas will consist of deep long-span steel joists bearing on load bearing, reinforced, tilt-up concrete walls. Shoot Houses: The Shoot Houses will consist of open sided Pre-Engineered Metal Building (PEMB) canopy structures with free-standing ballistic resistant walls. The ballistic walls in Shoot House A and B will consist of steel plate framing with a rubber composite bullet containment wall covering. Both Shoot Houses will have a system of steel framed catwalks above the freestanding ballistic wall system. The catwalks will be supported by steel posts bearing on the slab-on-grade. The slab-on-grade will be thickened as required at these post locations. Special construction: Indoor Range steel bullet traps are currently indicated as comparable to Action Target negative pressure trap. Each trap will collect rounds via a screw or auger type collection system and deposit them in a 55 gallon drum for recycling. The lead dust created inside the trap will be evacuated via a dust collection unit mounted behind each range. Indoor Range ceiling baffles will be ľ ť CDX plywood on furring strips on 3/8 ť AR500 steel. Indoor Range target systems consist of a running man target system in front of 90 degree turning targets centered on each firing lane. These systems will be controlled by a target control system mounted in each master control room. Both Shoot Houses will be equipped with steel catwalk systems for viewing and directing of training below. The estimated cost of magnitude for this project is $10 - $25 million. All service-disabled veteran-owned small businesses certified HUB-Zone small businesses, certified 8(a) small businesses, and women-owned small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract for these services no later than August 2014. The appropriate NAICS Codes is 236220. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the requested services. If an 8(a) company, please submit an 8(a) letter from the SBA stating that you have a bona fide office in North Carolina. Capabilities statements shall address, as a minimum, the following: SOF Training Complex Construction: Submit a minimum of one (1) and a maximum of five (5) relevant construction projects completed in the past ten (10) years that best demonstrate your experience on projects that are similar in size, scope, and complexity. For purposes of this synopsis, relevant project is defined as follows: Similar size: 75,000 SF or greater and project value of $20,000,000 or greater. Similar Scope: New construction projects of Training Complexes, Indoor Small Arms Shooting Range with Decontamination/Head Component, Shoot Houses, and Headquarters buildings. Similar Complexity: For site conditions, projects submitted must demonstrate construction on a site impacted by wetlands, severe topographic condition, and/or stringent site access (i.e., protected natural habitat, or other natural sensitive conditions that were protected and adequately addressed during the construction of the listed projects). This requirement can be included in a separate project(s). Project(s) demonstrating similar site complexity need not be of similar size or scope as P-1391. For buildings, project(s) submitted must demonstrate simultaneous construction of a minimum of three facilities on the same site. Meeting this requirement can be demonstrated by differing projects from those meeting the site complexity requirements. Project(s) must demonstrate construction of concrete tilt-up load bearing walls. This requirement can be included in a separate project(s). A minimum of one project must demonstrate the ability to maintain compliance with environmental permits in the state of North Carolina. Project(s) must demonstrate construction of a similar wall and ceiling such as range equipment, targeting systems, overhead baffles and bullet trap. This requirement can be included in a separate project(s). For mechanical systems, project(s) must demonstrate construction mechanical systems for ventilation for lead dust control or similar ventilation systems for hazardous material. Though requirements listed under complexity are mandatory, it is not required that all be included in one project. Requirements are allowed to be listed throughout the maximum five project requirement. All responses shall include: (1) Numbers of contracts and indicate whether your participation as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (2) Company Profile to include number of employees, office locations(s), available bonding capacity up to $25,000,000, DUNS number, CAGE Code, and statement regarding small business designation and status. (3) If you are proposing as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ© and a copy of the SBA letter stating that your Mentor ProtĂ©gĂ© agreement has been approved.
