The Government has been contracting with TASC, Inc. for the Space Control Architecture Development (SCAD) from 1 May 2009 to 31 Jan 2014 on a sole source basis (Contract FA8819-09-C-0001). TASC, Inc. provides highly specialized services and unique analytical capabilities using software tools LOOKOUT, SWORD, and SHIELD The intent is to award a sole source contract to TASC, Inc. primarily to modify the software tools LOOKOUT, SWORD and SHIELD, to include: data design, architecture diagrams, interface design, software standards, algorithm descriptions and software users' manuals for the purpose of modification and documentation to enable an end user data package for the Government. Additionally, the contractor shall provide Government-approved physics-based engineering-level models and simulations for the Space Control mission area to support system and Family of Systems architecture analysis using LOOKOUT, SWORD and SHIELD to create analysis products and briefings which support analytical trade decisions and the integrated planning process. The Government's intention is to award a six-month base (from 1 February 2014 to 31 July 2014), with three six-month option periods, dependent on current fiscal constraints. The value for each six-month period of performance is $1.5 M; for a total estimated amount of $6M. Optional analysis is possible and is contingent on external requirements and external or emergent funding. The total contract ceiling of $14M is based on the potential for contingent and external funding of up to $8 M. 17. Place of Contract Performance. El Segundo, CA 18. Set-aside Status. This notice (modification #3) is issued to include a description of the requirements (under section 16.) and to provide better clarity throughout the synopsis. The Government does not anticipate having a follow-on for this effort. The attachment (titled, "Responses to Questions from Industry") to this posting is null and void with the modification/amendment (Posted 9 December); however it is currently unable to be deleted due to systematic issues.
