- SYNOPSIS / RFP This is a synopsis for commercial items prepared in accordance with the format in Subpart 13.5, as supplemented with additional information included in this notice. SOLICITATION # SPE4A614-R-1343 PR# 0051564265 ; NSN 6620-01-521-9146 ; Firm Fixed Price Definite Quantity Contract; Unrestricted Acquisition; Other Than Full and Open Competition; The only approved manufacturing sources are Unison Industries, Cage 59501. ITEM: Diagnostic Unit, Aircraft Engine; P/N 501220-9 ; Source Control Item; Configuration Control Applies. Quantity of 97 units; Inspection/Acceptance at Origin; FOB at Origin; Requested delivery is 200 days after receipt of order. Progress Payments are not offered as the conditions at FAR 32.5 have not been met; any manufacturer, other than the approved source, wishing to submit a proposal on this item must submit a complete source approval package and a complete solicitation package. This is a Critical Safety Item (CSI) with no First Article Test (FAT) requirements. Export control applies. All responsible sources may submit an offer that will be considered. A copy of the solicitation will be available via the DLA-BSM Internet Bid Board System (DIBBS). Sole Source per (FAR 6.302). ABVS/PPIRS applies. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation. The solicitation issue date is December 20, 2013. The anticipated closing date is December 31, 2013. The provision at 52.2112-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. The provision at 52.212-2 regarding Evaluation of Commercial Items is applicable. All offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.
