- Department of the Interior, Interior Business Center, Denver Acquisition Services Directorate on behalf of the Office of the Special Trustee intends to award a sole source purchase order to Almy, Gloudemans, Jacobs & Denne, 7630 North 10th Avenue Phoenix, Arizona 85021 on a sole source basis using the authority of 6.302-1. The intended procurement is classified under NAICS Code 561990 with a size standard of $10.0 Million The resultant will include all applicable provisions and clause in effect through the FAC 2005-71 effective November 25, 2013. This acquisition is conducted under the procedures as described in FAR Part 12-Acquisition of Commercial Items and FAR Part 13- Simplified Acquisition Procedures Description Further work for the mass appraisal model that was previously developed through a regression analysis for the Office of the Special Trustee. Purpose and Objective The objective of this contract is to hire a consultant with expertise in mass appraisal to work with OAS on the mass appraisal techniques and development of a mass appraisal report for various reservations, to include expertise with statistical and regression analysis specific to mass appraisal in conformance to the Uniform Standards of Professional Appraisal Practice (USPAP). The consultant would develop the LBBP staff with the competency to complete the regression analysis after the contract is completed. Period of Performance Base period of one (1) year, December 28, 2013 through December 27, 2014, with a one year option period from December 28, 204 through December 27, 2015. This notice of intent to award a sole source purchase order is not a request for competitive proposals. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources that feel they can meet the Government's requirements detailed above and in the attached Statement of Work (SOW) may submit a capability statement which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirements within the SOW, and include: the Dun & Bradstreet Number (DUNS), and the Taxpayer Identification Number (TIN). All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be retained as Market Research. All responses must be received by 5:00 pm EDT on Friday, December 27, 2013 and must reference number D14PS00119.
