- Responses are due no later than 3:00 p.m. eastern standard time January 7, 2014. This is a Sources Sought Notice for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests letters of interest from POTENTIAL PRIME CONSTRUCTION CONTRACTORS (Small and Large Businesses welcome) WITH BONDING CAPACITY RANGING FROM $25M TO GREATER THAN $250M concerning the potential projects described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to Melissa.A.Svetich2@usace.army.mil no later than 3:00 p.m. eastern standard time January 7, 2014. Project Description: The Government contemplates a five year Multiple Award Task Order Construction Contract (MATOC) in an amount exceeding $500M. This MATOC will be used for new construction projects in the Baltimore District to include quote mark East Campus quote mark projects on Fort Meade, MD. Projects may be sizeable in nature of magnitudes of construction between $25M and $250M or more. The customers for these potential projects may be include the Intelligence Community and may require large SCIF spaces and highly complex mechanical and electrical systems. Supporting type structures may also be included in work to be awarded on this MATOC like parking garages. In addition to very large construction projects this pool may also include all types of general construction with magnitudes of construction from $50K to $25M with projects suitable for Small Business set-aside exclusively for the Small Businesses in the pool. This MATOC is unique because it will feature a combined pool approach to include both Large and Small Businesses. Small Businesses will the opportunity to propose on all projects however certain projects will specifically be set-aside for the Small Businesses in the pool. The scope of this contract will encompass Design-Build and Design-Bid-Build new construction projects. It may also include a broad variety of minor repair, modification, rehabilitation and/or alterations of existing buildings. It may also include, but not be limited to: demolition, geo-technical investigation, infrastructure projects, interior fit-up, communications, security and force protection (AT/FP) projects. The Contractor shall be required to perform all work in accordance with the access and security requirements of the customer for each project. Some projects will require U.S. citizens only. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in task order construction type contracts of similar nature as described above. The Government would also like Industry feedback into the following: 1) How many awardees would be recommended for this MATOC? Please note this MATOC will include both Large and Small Businesses. 2) Does Industry want to be locked into 1 AE firm? Does Industry mind if AE's are on multiple teams? 3) How would Industry like to see us select the awardees? What are your ideas on the pricing mechanism? The evaluation criteria? Please fill out the included matrix. Your responses should include the following information in your response: Details of similar contracts, project references, (including owner with phone number and email address), size of contracts and number of task orders issued. Additionally, provide information on your bonding capability - both single and aggregate. Narratives shall be no longer than 10 pages. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. Offerors must fill out the attached matrix but may support their submission with other information in any format. PLEASE NOTE: WE ARE INTERESTED IN RESPONSES FROM BOTH SMALL AND LARGE BUSINESSES.
