- Description
- The United States Department of Agriculture (USDA) Forest Service, National Forests in Mississippi, is soliciting proposals for multiple award, multi-year contracts for Timber Sale Preparation and Professional Forestry Services. Timber Sale Preparation activities will be performed on the Ouachita and Ozark-St. Francis National Forests. The contractor shall provide all the labor, equipment, supervision, transportation, supplies, permits, licenses, expertise and other incidentals necessary to successfully complete timber sale preparation tasks within boundaries of the Ouachita and Ozark-St. Francis National Forests. Work tasks and subtasks related to this requirement includes sale unit layout (Ouachita NF Only), Leave Tree Marking Only, Plot Based Cruising, Timber Marking & Sample Tree Cruising, and Paint Refresh Marking. All Aspects of the work program shall be performed by the Contractor in an organized systematic manner to assure services are uniformly executed over the entire project area. The Solicitation will include two (2) actual Task Order Request for Proposals for Timber Sales on the Ouachita National Forest. (1) Work for the Walker Mountain Timber Sale includes; an estimated twenty (25) miles of Paint Refresh Marking Boundaries, Twenty-Four and one half miles of Acreage Determination and Four Hundred and Seventy-Seven (477) Acres of Paint Refresh Marking of Individual Trees. (2) Work for the Grassy Ridge Timber Sale includes; an estimated ten (10) miles of Paint Refresh Marking Boundaries, ten (10) miles of Acreage Determination and Two-Hundred and Forty-Seven (247) Acres of Paint Refresh Marking of Individual Trees. All quantities are estimates. This is a request for proposals which will result in a multiple award task order,firm fixed price, performance-based, indefinite-delivery indefinite-quantity contracts for a basic performance period from the date of award through September 30, 2013, plus four one-year option periods. Submission of an offer for the basic contract period constitutes an offer to perform in the option period(s), if exercised. The government anticipates making award to multiple offerors as a result of the solicitation. Award will be made based on the best value to the government and can be made on initial offers. The target number of firm-fixed price indefinite delivery-indefinite quantity contracts resulting from this solicitation is five (5) but less than ten (10). As requirements develop, task orders will be issued on a competitive basis to awardees of this solicitation as task order request for proposals. All work after first award will be competed by task order proposal between the awardees. This project is set-aside 100% for small businesses. Service Contract Act wage rates will apply. NAICS code for this project is 115310. No copies will be mailed. Interested vendors should register to receive email notifications through this site. All offerors who submit a proposal for this project must be registered in the System for Award Management (SAM) data base and must have completed Online Representations and Certifications (ORCA) in accordance with FAR 52.204-8. Offerors who fail to register in SAM and/or complete ORCA will not be considered for award. Registration can be done via the internet at http://www.sam.gov.
