- Description
- The project consists of construction of an Army Reserve Center (ARC) in Branford, CT. Primary facilities include 36,887 square foot (SF) training building, 7,582 SF Organizational Maintenance Shop (OMS) and 19,637 square yard (SY) organizational parking. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. OPTIONS: The solicitation will contain options for the following: OMAR Funded Items Bona Fide Need OMAR Funded Items Large Concrete Apron for OMS Building Covered Vehicle Wash Platform Photovoltaic System 2,128 SF unheated storage building (UHS), Power MEP Sliding Gate OMS Building Lube System OMS Overhead Crane SATS Trailer Canopy Additional OMS Circulation Additional Landscaping Intelligent Key System (Hard Wired) The estimated cost range for the project is between $10 million and $25 million. The Construction Cost Limitation (CCL) for the project is approximately $13,100,000. Offerors are under no obligation to approach this ceiling. NAICS code is 236220. The construction contract duration is 525 days. This is a single phase procurement using a tradeoff evaluation. The technical information contained in the offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Past Performance of the Prime Contractor; Management; and Price and Pro Forma Information. All evaluation factors, other than cost or price, when combined, are equal to cost or price. This is a full and open competitive procurement.
