Description
NASA/GSFC is hereby soliciting information about potential sources for Systems Engineering and Advanced Services. <p> The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) plans to issue a Draft Request for Proposal (DRFP) for Systems Engineering and Advanced Services (SEAS) and is hereby soliciting information about potential sources and is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the SEAS procurement.The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. <p> No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. <p> The anticipated contract, SEAS will be a portion of the current METS II contract (NNG10CR16C). The purpose of the SEAS contract is to acquire engineering and related services to Mission Engineering and Systems Analysis Division (MESAD) and related organizations, as required, for the formulation, design, development, fabrication, integration, testing, verification, and operations of space flight and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. <p> The emphasis is in engineering services and will be in the areas of mission systems engineering and instrument systems engineering. <p> This sources sought is for Systems Engineering and Advanced Services (SEAS) for an anticipated $185M over a 5 year performance period. It is anticipated that SEAS will be a single award competitively solicited Indefinite Delivery Indefinite Quantity (IDIQ), fixed-fee, performance based contract. <p> Responses to this Sources Sought will be used to determine if the anticipated solicitation will be an 8(a) or a small business set-aside. NASA is seeking capabilities from all categories of Small Businesses for the purpose of determining the appropriate level of competition and/or Small Business subcontracting goals for this requirement. <p> The NAICS Code for this requirement is 541712, Research and Development in the Physical, Engineering and Life Sciences and the size standard is 1,000 employees. <p> Interested organizations may submit their capabilities and qualifications in writing no later than January 17, 2014. Qualified organizations must demonstrate experience and capability in performing the engineering functions described in the SEAS statement of work and the ability to perform these functions in a classified environment ranging from Secret to Top Secret and SCI, specifically in the RF communications discipline. <p> The statement of capability shall include: <p> a) Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. <p> b) Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. <p> c) If qualified as an 8(a) firm, the company must be certified by SBA, and/or Service-Disabled Veteran-Owned Small Business must be listed in the VetBiz Vendor Information Pages. <p> d) DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in the System for Award Management (SAM www.sam.gov) to be considered as potential sources. <p> e) The statement of capability shall be UNCLASSIFIED. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and a future RFP (if applicable). The company's standard format is acceptable; however, the limit for all responses is not to exceed ten (10) single-sided pages. <p> Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. Information may be submitted by mail to: NASA/GSFC, ATTN: Theresa A. THIS IS *NOT* A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION FOR BID. This Sources Sought is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response to this Sources Sought. <p> The anticipated release date of the Draft RFP is on or about April 1, 2014. Interested parties will be given two weeks to provide comments to the DRFP. Comments on the Draft RFP are not mandatory. <p> The anticipated release of the final RFP is on or about June 1, 2014 with proposals due approximately 30 days after the solicitation release date. <p> The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51. It is the offerors responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any. All contractual and technical questions must be submitted via e-mail.
