- The Fleet Logistics Center Norfolk Contracting Deptartment, Philadelphia Office intends to solict on a sole source basis with Elsevier B.V. of Amterdam, for a one-year electronic subscription with ScienceDirect for a total of 60 online journals and other periodicals, some of which include: Applied Ocan Research, Automatica; Bioorganic and Medicinal Chemistry Letters; Chemical Physics; Coastal Engineering; Energy; Finite Fields and Their Applications; Journal of Combinational Theory, Series A and B; Journal of Experimental Marine Biology and Ecology; Journal of Functional Matter; Journal of Sound and Vibration; Marine Structures; Ocean Engineering; Ocean Modeling; Orbis; Planetary and Space Science; Social Science Research; Solar Energy; Trends in Biochemical Sciences, etc. The required subscription is in support of the Nimitz Library U.S. Naval Academy, Annapolis and will encompass the time frame of 01/01/2014 to 12/31/2014. This procurement is being processed on sole source basis with Elsevier B.V. of Amsterdam pursuant to Section 4202 of the Clinger Cohen Act of 1996 - a sole source acqusition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). Elsevier is the only known company that can provide the required subscriptions. Elsevier is the publisher of the subscriptions and thus the only vendor who owns the copyrights to the online publications. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to the requirement or submit propsoals. While all proposals received within 5 days after date of publication of this synosis will be considered by the Government, a determination by the Government not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determing whether to conduct a competitive procurement. The resultant contract will be awarded as a Firm Fixed Price contract under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). The applicable NAICS code and size standard are 511120 and 500 employees, respectively.
