Description
This position provides Technical Leadership to the region on HIV and AIDS prevention and mitigation related to orphans and other vulnerable children, and on key issues that increase children's vulnerability to HIV and AIDS, such as children in conflict with the law, child labor, children outside of family care, disabled children, and gender based violence affecting children. This will include input on comprehensive essential services, policy development, monitoring and evaluation, and reporting. The incumbent provides strategic planning and guidance to PEPFAR teams and USAID Missions on activities related to the above. S/He further coordinates with and supports the strategic development of USG programming around child protection (including out of school youth). The job holder works in conjunction with: the Washington based OVC Technical Working Group and its Steering Committee, relevant USAID sector offices, DOL and STATE TIP, PRM, and Peace Corps, and bi-lateral and multi-lateral donors. The Senior Regional OVC Advisor develops and implements a regional vision and strategic plan to strengthen and sustain USG coordinated responses to interrelated OVC challenges in the region, including children in conflict with the law, child labor, trafficking, and access to legal services. The position advises on the design of activities to accomplish this strategy, and oversees partners implementing the plan. The Senior Regional OVC Advisor represents the USG on child-related issues within regional structures and institutions (e.g., the Regional Interagency Task Team on Orphans and Other Vulnerable Children (RIATT); academic research centers, United Nations Children's Fund (UNICEF), United Nations Refugee Agency (UNHCR)) and increases interaction with other key OVC donors at the regional level. S/He provides leadership, monitoring, and reporting on field-related activities to the USG PL 109.95 Secretariat and informs and contributes to the OVC Interagency Coordinating Committee in Washington, the annual report to congress, and other evolving activities under the implementation of PL 109-95. The incumbent is expected to expand the regional OVC portfolio through new partnerships, including increased collaboration with other bilateral donors and new public private partnerships (including private foundations). S/He plans, participates, facilitates, and presents at international, regional and country-level child protection meetings, workshops and conferences in order to advance the USG strategic agenda.
