Description

This is a Sources Sought/Request for Information (RFI) is being completed in accordance with FAR 15.201. This is not a solicitation for quotes, neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI and there will be no contract award from this RFI. There will be no reimbursement for any costs associated with providing information in response to this RFI or follow-up information requests. The purpose of this RFI is to: 1) Conduct Market Research to determine potentially qualified manufacturers or sources for this requirement; 2) Enhance understanding of market standards and requirements pertaining to research animal feed and bedding; 3) Establish a list of interested sources for vendor conference discussions to be scheduled for early February 2014; and 4) Validate the proposed North American Industry Classification System (NAICS) code. Based on the information gathered from this RFI, the contracting officer may change the NAICS. At this time the suggested NAICS codes assigned to this procurement are 311119, 311111 (research animal feed), 321999, and 322110 (bedding). PROCUREMENT SCOPE/STATEMENT OF OBJECTIVES: The Department of Veteran Affairs (VA), Strategic Acquisition Center (SAC) is interested in sources of supply for research animal feed and bedding for all VA research facilities across the United States (US). Currently there are 75 such facilities that independently procure these products and services. The VA is interested in a national contract that consolidates requirements to save money and reduce administrative burden. The contractor(s) must be able to provide high quality research animal feed and/or bedding. In addition the contractor(s) must also be able to provide the following services to each facility: 1) Deliver the feed and/or bedding on a routine basis; 2) Unload and load product to a designated storeroom within a facility; 3) Inventory and rotate supply; and 4) Provide emergency service and backup supplies in case the feed and/or bedding supply at a facility are compromised or otherwise unusable. The research animal feed requirements included in this procurement are for the following groups of research animals: 1) Mice and rats; 2) Hamsters; 3) Gerbils; 4) Guinea pigs; 5) Rabbits; 6) Cats; 7) Dogs; 8) Primates; 9) Swine; 10) Small ruminants; 11) Poultry; and 12) Frogs. The VA is only interested in sources that can provide highly defined, properly controlled and formulated products for research animals. PERFORMANCE: The contractor(s) will be responsible for delivery of research animal feed and/or bedding to the facilities included in the following attachment: "ResearchAnimalFeedBedding- Capability.xls" under tab "D. VA Facility Delivery". RESPONSE INFORMATION: Response to this RFI must be submitted to VASACDirectorateC@va.gov. Each RFI response will receive a confirmation email; if confirmation is not received within 48 hours please call 202-277-9536. If your organization has the capability to provide research animal feed and/or bedding, please fill-in the following attachments and tabs with your organization's information: 1)Fill-in the "ResearchAnimalFeedBedding- Capability.xls" spreadsheet under the following: a.Sheet "A. Org Info". Provide the following: organization name, address, email address, website address, Data Universal Numbering System (DUNS) number, and telephone number. Please provide subcontractor information if applicable. b.Sheet "B. Feed Info". Use columns B thru H to indicate your organization's business size (i.e. large business, small business, service disabled veteran owned, veteran owned, woman owned, disadvantaged, HUBZone, 8(a) small business) for NAICS #311119 and #311111. If your organization would like to suggest another NAICS, please do so in the same table. Indicate the NAICS # by species for feed your company is able to provide. Note: if you indicate you are a small business manufacturer and your company does not manufacture the feed, your company must subcontract with another small business which manufactures the research animal feed to maintain consideration as a small business. c.Sheet "C. Bedding Info". Use columns B thru H to indicate your organization's business size (i.e. large business, small business, service disabled veteran owned, veteran owned, woman owned, disadvantaged, HUBZone, 8(a) small business) for NAICS #321999 and #322110. If your organization would like to suggest another NAICS, please do so in the same table. Indicate the NAICS # by species for bedding your company is able to provide. Note: if you indicate you are a small business manufacturer and your company does not manufacture the bedding, your company must subcontract with another small business which manufactures the bedding to maintain consideration as a small business. d.Sheets "B. Feed Info" and "C. Bedding Info". Under the column labeled "Do you manufacture these products? (Yes/No/NA)" enter one of the following by species: ""Yes"- Your company manufacturers the product; skip to the last column on the right to indicate if your product is listed on a Federal Supply Schedule. ""No"- Your company does not manufacture the product, but another company or subcontractor will do so on your behalf; if so, enter information in the next two columns to the right and also the last column on the right, to indicate if your product is listed on a Federal Supply Schedule. Also, provide the name(s) of the manufacturer on Sheet "A. Org Info". ""NA"- Your company does not intend to provide this product for one or more species, respectively. Do not enter any information in the next three columns. e.Sheets "B. Feed Info" and "C. Bedding Info". If appropriate (see item d above), under the column labeled "If your company is not the manufacturer, is the manufacturer a US business? (Yes/No)", enter either "Yes" or "No" by species. Leave blank if it does not apply. f.Sheets "B. Feed Info" and "C. Bedding Info". If appropriate (see item d above), under the column labeled "If your company is not the manufacturer, is the manufacturer a small business? (Yes/No)", enter either "Yes" or "No" by species. Leave blank if it does not apply. g.Sheets "B. Feed Info" and "C. Bedding Info". If appropriate (see item d above), under the column labeled "If this item is listed on a current Federal Supply Schedule (FSS), provide the FSS Number", enter either the FSS (also termed a "General Services Administration") number or leave the cell blank, by species. h.Sheet "D. VA facility Delivery". Column A lists all the VA facilities that may need to purchase animal feed or bedding. Provide a response in columns B (feed) and C (bedding) for each facility, as follows: ""Yes"- you can arrange delivery of the product to this VA facility; ""No"- you cannot arrange delivery of the product to this VA facility; ""NA"- you do not intend to provide any of that type product to any VA facility. Optionally, comments or clarifications may be entered in column D. i.Please note that example data has been provided in each sheet. Please send any questions to the contact listed for this RFI. 2)To enhance the VA's understanding of research animal feed and bedding, please provide responses to questions posed in the attachment, "ResearchAnimalFeedBedding- Questions.docx". Responses must be received by this office on or before 4:00 PM EST on 17 January 2014. This RFI is not a solicitation. The Government will not pay for any information submitted, or for any costs associated with providing the information.
