- SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR QUOTES OR PROPOSALS. NO SOLICITATION IS AVAILABLE. Funds are not currently available for this procurement. This sources sought is for market research purposes only. The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) is seeking qualified firms capable of preparing Environmental Site Assessment (Phase I and II) for NRCS easement programs for various land types within the United States and Puerto Rico in accordance with the attached sample Statement of Work (SOW). This service is required on an as needed basis. Background: NRCS Easement Programs are voluntary programs that provide technical and financial assistance to eligible landowners to address wetland, fish and wildlife habitat, soil, water and related natural resource concerns on private and tribal lands in an environmentally beneficial and cost-effective manner. Purpose: The government will determine a method of procurement based in part on responses to this sources sought request. Area of coverage may be delineated by land type, county, state or region. Any information provided by interested parties will be evaluated and used to determine if competitive small business opportunities exist. Requirements: The work shall be performed by personnel fully qualified according to the ASTM Standards. Phase I assessment shall meet requirements stated in the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA)(42 U.S.C. §9601) and the Environmental Protection Agency (EPA) "All Appropriate Inquiries (AAI)" Final Rule (40 C.F.R. Part 312). Phase II assessment shall meet requirements outlined in ASTM E1903-11 (Phase II Environmental Site Assessment Process). Response: The response package is limited to five typewritten sheets and shall be formatted as follows: Page 1 - 2: Cover letter on company letterhead including (a) NRCS sources sought reference number and title, (b) introduction of your company, (c) point of contact with telephone, email address and website address, (d) written narrative outlining your firms capability and expertise in providing the required services, (e) company profile including company size standard (large business, small business, small disadvantaged business, women-owned, HUBZone, service disabled veteran-owned small business), all company NAICS codes and DUNS number(s), and (f) the geographic area(s) where your firm is interested in providing services; and Pages 3 - 5: Recommendations (if any) concerning the procurement process for this service, contract type, and area of coverage. Include pros and cons and concerns and hindrances that would prevent your company from pursuing this type work. Submission: Responses shall be submitted on or before 4:30 p.m. CST, January 8, 2014.
