- NOTICE OF ACTION: The Department of Veteran Affairs, Office of Acquisitions Operations (OAO), Strategic Acquisition Center - Frederick (SAC-F) is issuing an amendment to the Request for Information (RFI) No. VA119A-14-I-0021 to provide general information in response to questions received regarding Center for Verification and Evaluation (CVE) on-site verification examination re-compete. QUESTIONS AND ANSWERS: Q1. Do you have to bid on the RFI to be included in the RFP? No, it is not necessary to respond to the RFI in order to respond to the solicitation. Further, in accordance with FAR 15.201(e), responses to this notice are not offers (bids) and cannot be accepted by the Government to form a binding contract. Any and all information requested in response to this RFI is for Market Research purposes only. Interested firms are encouraged to respond. Q2. Why is this just now being rebid if the incumbent's contract expired in Sept? The current contracts providing these services end March 31, 2014. Q3. Is HeiTech Services still performing the work? The services are being performed by ADDX Corporation and HeiTech Services, Inc. Q4. How come this requirement wasn't posted on FEDBiz as a sources sought synopsis as a SDVOSB set aside acquisition versus doing a request for information synopsis to see if any SDVOSB might be interested, instead of posting as full and open competition? The acquisition strategy has not been determined and the nature of work performed under this RFI is specialized. The responses received will assist in identifying qualified companies with the capability and resources to provide CVE on-site verification examinations and determine if this acquisition can be set-aside for Small Business (SB) concerns. Q5. Why couldn't the requirement be forwarded automatically to all those firms listed in VETBiz for the assigned NAICS Code 541611? Limiting the RFI to only firms with NAICS code 541611 would not allow us to gather information regarding the appropriate NAICS code selection.
