- The Huntington District Corps of Engineers is seeking an accredited academic institution to develop, execute, and administer a leadership development program for the U.S. Army Corps of Engineers (USACE), Huntington District. Competition is limited to accredited colleges/universities whose primary business location is within a one hundred (100) mile radius of the USACE, Huntington District office location at 502 8th Street, Huntington, WV, 25701. Accreditation is important to ensure quality and adherence to academic standards. This will be a Firm Fixed Price contract. The Government will award this contract with a base period and two option periods. The overall objective of this program is to help employees learn, grow and develop so they can be effective leader-managers within the USACE, Huntington District. The award will be made as a whole to the offeror whose proposal conforms to the solicitation and has been determined to be the most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following technical factors (in descending order of importance): 1. Professional (Personnel) Qualifications/Specialized Experience; 2. Management (Facilitation) Plan; 3. Past Performance on Similar Contracts; 4. Small Business Participation. The combined technical factors are significantly more important than cost or price for this procurement. However, as the evaluated merit of competing technical proposals becomes more equal, total price and price related factors will become more important in the selection. The selected contractor must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is not required with this submittal. The solicitation will include further detail of the evaluation factors, and will provide instruction for proposal submission and basis for award. Solicitation documents will be available on or about January 7, 2014. Estimated receipt of proposals will be 30 days after the issuance of the solicitation. Actual dates will be reflected in the solicitation. The anticipated award date of this contract is March 2014. Solicitation packages will be available for download online at www.fbo.gov. To be eligible for contract award, a firm must be registered in the System for Award Management (SAM) website.
