- 14RJR05_syn Solicitation number N00164-14-R-JR05 will be issued as a request for proposals as a 100% small business set-aside. It is anticipated that the solicitation will be published to the Government Point of Entry (this website, listed below) on or about 21 February 2014, and anticipate that proposal(s) will be due by no later than 3:00 PM (EST) 24 March 2014. This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. This requirement is for a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for the MK 3 MOD 0 and MK 12 MOD 1 Metal Material Handling Pallet. The Pallets are similar in design and construction. The anticipated minimum/maximum quantity is as follows: MK 3 - 500/30,000 and MK 12 - 0/10,000. First Article units will be required. Delivery shall be FOB Destination. The Government intends to award to the responsible contractor whose offer is the best value to the Government, considering past performance and price related factors. Contractors must be properly registered in the System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the synopsis and solicitation attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at https://sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. A draft technical data package is posted as an attachment to this synopsis on FedBizOpps. The draft technical data package is being provided for comments/questions prior to solicitation issuance. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the web site by clicking on the Submit Bid does not guarantee offers will be received by the proper person in the correct format.
