Description

This is a PRESOLICITATION NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source purchase order to UPTODATE Inc., 95 Sawyer Road suite 120, Waltham, MA 02453-3471. This sole-source procurement is in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) for renewal of Access to an On-Line subscription service for medical/clinical reference database. Services will be from 02/01/2014- 01/31/2015 under NAICS 519130. This procurement involves proprietary medical reference database information. This purchase involves the access to a clinical reference database on line subscription service to provide VISN 16 healthcare providers, medical professionals and other VISN 16 employees with the most current information within their specialties and subspecialties to help the recognize the clinical manifestations of a wide variety of disorders. The database must provide access to the most current options for diagnosis, management and therapy to include efficacy, dosage, drug interactions and identification of optimal screening and prevention strategies. The clinical reference database search engine and content must be specifically designed to allow healthcare providers and other medical professionals to answer difficult clinical questions in less than five minutes and must provide the most current information available and be updated at least quarterly. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested parties must respond to this notice no later than 4:00 pm on December 30, 2013 to tina.harris3@va.gov. Responding as an interested party under the www.fbo.gov website doesn't constitute convincing evidence of capabilities. All interested parties are reminded to be registered with Central Contractor Registration (CCR) now SAM at https://www.sam.gov/portal/public/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted.
