- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS A COMBINED SYNOPSIS/SOLICITATION, SOLICITATION NUMBER: W31P4Q14T0047, NOUN: SUBSCRIPTION TO AMERICAN PHYSICAL SOCIETY (APS) CLOSING DATE: 06 Jan 2014, email molly.m.prestom.civ@mail.mil or meagan.m.mcgee.civ@mail.mil The solicitation number is: W31P4Q14T0047, the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-47. The NAICS code is 511120 and small business size standard is 500. The contract line item number(s) and items, quantities and units of measure are: CLIN 0001 - APS - All, Quantity - 1, unit - LO. Description of requirements for the items to be acquired is as follows: One (1) year Subscription to the journals included in the APS-ALL package to include Physical Review A,B,C,D and E, Physical Review Letters, Reviews of Modern Physics, Physical Review Special Topic and Physical Review Online Archive (PROLA). Date of performance is one year from date of contract award. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items, is applicable; the specific evaluation criteria to be included in paragraph (a) are technical capability and price. The evaluation factor technical capability is significantly more important than price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. The additional FAR clauses cited at paragraph (b) in the clause and applicable to this acquisition are: clause (21), (24), (25), (26),(27), (28), (29), (30), (40), and (45).
