Description
The U.S. Department of Commerce, NOAA, Eastern Acquisition Division-Kansas City (EAD-KC) and the National Weather Service (NWS) intend to purchase 25 each ABL 34 Tooth Drive Gear, P/N 34636-5015-1, (ASN: R400-2A1A1A2MP1) for the NEXRAD Sub Systems for stock replenishment spares that support the NEXRAD program. The ABL 34 T Gear is a critical element of the radar Data Package Assembly and was built to specification for Radiation Systems, Inc., specifically for use in the WSR-88D Data Package Assembly. The design and performance of the gear is tightly controlled by the governing Source Control Document (SCD). Testing this gear was conducted in order to qualify it for use in the WSR-88 Data Package Assembly. Southern Gear and Machine remains the only manufacturer qualified to produce this component, since no other components have been tested in the WSR-88D transmitter. The use of a different product would require additional integration testing. If a suitable component was available from another manufacturer, its performance would have to be validated in an operational radar and vendor would have to undergo a qualification process in order to be listed as a suggested source. Southern Gear and Machine was introduced to the system only after exhaustive engineering testing. The design cannot be replicated by other vendors without violating Radiation Systems intellectual property rights and any other suggested source would require additional integration testing, technical drawing changes, warehouse files, and additional man hours. These items are being purchased for the National Weather Service (NWS), NEXRAD program, to be delivered to the National Logistics Support Center, Kansas City, MO. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one known source under the authority of FAR 13.106-1(b). The unique characteristics and physical form of these items make them the only acceptable parts. Because the design is the intellectual property of Radiation Systems, the Government does not have access to the specific design features. The Government has no design rights to the items and does not possess the drawings that specify the parts. NWS performed a market research and found there are no substitute part numbers or manufacturers identified through the search. This notice of intent is not a request for competitive responses. This announcement will close on January 3, 2014 at 2:00 PM CST. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, furnish detailed information concerning their capabilities to provide these products. Interested firms must submit support documents if providing or proposing to provide other than the specified part numbers referenced above that meet the same fit, form and function as the specified part numbers.
