Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Kentucky Army National Guard intends to award a single, Firm Fixed Price Contract in support of the National Guard Material Management Center (NGMMC) requirement for Extreme Cold Weather Clothing Systems (ECWCS) in both Universal Camouflage Pattern (UCP) and Multicam Camouflage Pattern (OCP). Items must be quoted as a kit; no other variation will be accepted. Use the requirements spreadsheet to quote your price. Offerors should fill in the highlighted yellow block of the attached spreadsheet of each kit as well as submit the SF 1449. The spreadsheet will calculate the total cost of that CLIN and will calculate the total quoted price for all items. All items must be Berry Amendment Compliant and Buy American Act Compliant. Award will be made to responsible offeror (see FAR part 9) whose quote is Lowest Price Technically Acceptable (LPTA). The Government intends to evaluate quotes and make award without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offerors initial quote should contain offerors best terms. Do not assume you will have the opportunity to clarify, discuss or revise your offer. Offerors may, at the discretion of the Government, be asked to provide more information and clarification regarding their offer/quote. Requests for such information does not constitute discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
