Description
The work for this project generally consists of rehabilitation of approximately 6.0 miles of river levee in southern Texas in order to meet the Federal Emergency Management Agency's (FEMA) Levee Certification Requirements of National Flood Insurance Program (NFIP) regulations (44 CFR 65.10). This project consists of two segments of river levee separated by a floodwall situated mostly in Hidalgo County, Texas and extending approximately 43 feet into Cameron County, Texas. The first segment is 2.0 miles in length and begins 3.8 miles downstream of the historic Donna Pump. The second segment is 4.0 miles in length and ends at approximately the Hidalgo-Cameron County Line. Major Construction Tasks -(1) Preparation of right of way (clearing and grubbing) (2) Improvement of existing top of levee (3) Construction of Flex Base (4) Construction of ramps (5) Construction of toe drain (6) Re-seeding and establishment of vegetation for erosion control on the side slopes of the levee (6) Replacement of sluice gate assemblies inside existing and new gatewell structures, and (7) Cleaning and removing debris from openings of culverts, and inlet and outlet structures of the existing gatewell systems. The magnitude of this project is between $5 million and $7 million. Performance Period - All work shall be completed within four hundred eighty-five (485) calendar days. All flood control levee and structure work, excluding maintenance of seeding, shall be completed within, three hundred sixty-five (365) calendar days. All maintenance of seeding shall be completed within one-hundred twenty (120) calendar days of completion of all other levee work. This requirement will be a Total Small Business Set Aside pursuant to FAR 52.219-6. The solicitation, plans, and specifications are expected to be posted on or about January 15, 2014 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by January 15, 2014 that is because the solicitation is not available for posting). This is a Presolicitation Notice. The solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a bid to be considered by the Agency. This is NOT a request for bid. Please do not submit a bid in response to this Presolicitation Notice.
