This notice is posted in regards to the proposed establishment of a Federally Funded Research and Development Center (FFRDC) to support the mission of the NIST, National Cybersecurity Center of Excellence (NCCoE). THIS IS NOT AN OFFICIAL REQUEST FOR QUOTATION OR PROPOSALS. This notice and its attachments only provide critical portions of the complete Draft RFP. This is not a complete Draft RFP, and is only a Partial Draft RFP. The attachments to this notice are anticipated to be sections within the official RFP when it is released. NIST intends to use FAR Part 15, Contracting by Negotiation, in the procurement upon the intended release of the official RFP. In addition, FAR 35.017 Federally Funded Research and Development Centers is applicable to this requirement. The purpose of this partial Draft RFP is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. Interested parties are encouraged to respond to this notice in accordance with the attached "Attachment 1- Partial Draft RFP Instructions to Interested Parties." As detailed in the related FBO notice "NIST_NCCoE_FFRDC_Industry_Day," the NCCoE, part of the NIST Information Technology Laboratory, is hosting an Industry Day in January 2014. Please see the above referenced notice for the official details regarding the Industry Day. The associated North American Industrial Classification System (NAICS) code for this procurement is intended to be 541712. The Government anticipates the award of a single Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract to the offeror that represents the best value to the government using the tradeoff method. All communications concerning this Partial Draft RFP shall be submitted electronically via email to keith.bubar@nist.gov in accordance with the attached instructions and shall be received by no later than 5:00 p.m. January 17, 2014 Eastern Time.
