Sole Source Synopsis - Notice of Intent to Award FA8770-10-D-0001 Reliability and Maintainability Information Systems (REMIS) Sustainment and Development Support Indefinite Delivery Indefinite Quantity (IDIQ) Contract NAICS Code: 541519; Small Business Size Standard is $25M in annual average gross revenue for the last three fiscal years, as defined by FAR Part 19 Classification Code: D, Information Technology Services, Including Telecommunications Services; 399, Other Automated Data Processing and Telecommunications Services Contract Line Items: 1001-1006 - Sustainment Labor, Data for Sustainment Labor, Other Direct Costs, Travel, Development Labor, Data for Development Labor The Air Force Materiel Command Logistics Management Center (AFLCMC), Business and Enterprise Systems (BES) Directorate, Contract Division (AFLCMC/HIAK), Wright- Patterson Air Force Base, Ohio intends to issue a proposed modification to Contract FA877010D0001 to add a single option to extend the ordering and performance period for legacy Information Technology (IT) services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. Market Research has determined that these highly specialized services are available from only one or a limited number of responsible sources without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to execute the contract modification to make an award by 31 Jan 2014 to Northrop Grumman Information Technology, Inc; Defense Group; 7575 Colshire Dr, McLean, VA 22102-2274; CAGE 1V4D7. This is not a request for competitive proposals and no solicitation is available. The acquisition is to add a single 24 month option period in accordance with FAR 52.217-9, Option to Extend the Term of the Contract, to continue services currently being performed under IDIQ Contract FA8770-10-D-0001. Option Period I will extend the Ordering Period from 1 Feb 2014 to 31 Jan 2016 with a corresponding extension of performance for three (3) years from 1 Feb 2014 to 31 Jan 2017. The proposed efforts include all activities associated with planning, controlling, documenting, maintaining and operating REMIS, including the operation of the REMIS hardware (Hewlett Packard (HP) NonStop, Linux, Windows, Solaris systems), system software, application software provided as Government Furnished Equipment (GFE), continued modernization (software upgrade code roll), transition to a Common Computing Environment (CCE) and new development projects. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within ten (10) days of this publication by contacting Linda Cumberworth via e-mail at linda.cumberworth@wpafb.af.mil. Telephone inquiries will not be accepted. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. As required by FAR Clause 52.219-9, Northrop Grumman Information Technology, Inc, a large business, shall be required to submit an acceptable subcontracting plan, which will become part of the resulting award. The contractor shall submit periodic subcontract reports as required by the clause, and AFLCMC Business Enterprise Systems (BES) Legacy Logistics Contracting Division (AFLCMC/HIAK) will monitor the contractor's compliance with the approved plan throughout the life of the contract. Failure of the Contractor to comply in good faith with the approved plan and also FAR Clause 52.219-8, Utilization of Small Business Concerns, shall be considered a material breach of the contract. The Air Force subcontracting goals are as follows: Total Small Business: 23% of total contract value (not % of subcontracted amount) Small Disadvantaged Business: 5% Woman-Owned Small Business: 5% Service-disabled Veteran-Owned Small Business: 3% HUBZone Small Business: 3% An Ombudsman has been appointed for this acquisition. The AFLCMC BES Ombudsman, located at Gunter AFB, AL, serves as the Ombudsman for all of AFLCMC/HI, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to the Program Executive Officer (PEO) BES from industry or Government personnel, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
