- JOFOC-Manager Advantage The Office of the Comptroller of the Currency (OCC) intends to award an order to LRP Publications for a subscription to "Manager Advantage" online service for 350 OCC Managers/Supervisors. This requirement will have a period of performance as follows: Base Period: 01/16/2014 - 09/15/2014 Option Period 1: 09/16/2014 - 09/15/2015 Option Period 2: 09/16/2015 - 09/15/2016 LRP Publications is the sole source of the needed requirement. There are no other vendors in the marketplace that provide an online service for federal managers/supervisors that allows them to quickly and efficiently access employment law reference materials, receive continuous updates on government employment law, and receive updates on other federal HR policies. Furthermore, no other online service provides readily accessible training guides, scenario based videos, employment law training, EEO training, and other critical HR training that is geared toward federal managers based on OPM guidance. Finally, no other online service allows federal managers to customize their HR law reference experience by uploading agency specific documents, policies, and SOP's (in order to verify their compliance against already prescribed laws/policies.) This notice of intent is not a request for competitive proposals; however, firms that believe they can provide equipment/service that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within (10) days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon the responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
