- 1. THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 2. CONTRACTOR LICENDING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan, and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a constuctionlicense (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. In case of offers from a joint venture, at least one of the joint ventures must possess and provide verification of such construction license prior to award. 3. STATUS OF FORCES AGREEMENT: The U. S. Government will not offer "United States Official Contractor" status under Article XIV of the U. S. Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U. S. Government certify any employees of a contractor as "Members of the Civilian Component" under Article l(b) of the SOFA. 4. This procurement shall utilize Best Value Source Selection Procedures issuing one solicitation with the intent to award a Firm Fixed Price contract for the project entitled "MOVEMENT OF MALS-12 POWER PLANTS COMPONENTS AT U. S. MARINE CORPS AIR STATION (MCAS) IWAKUNI, JAPAN" 5. The scope of work for this facility Services contract incluldes relocation of Governmental equipment from existing to newly constructed facilities durint eh period of March 3-14, 2014. The Contractor shall provide all labor, equipment, transportation, supervision, and tracking services necessary to execute the movement of MALS-12 Power Plant components noted in paragraphs 6-8. 6. Transport aircraft engine module containers from existing Power Plant facilities, Bldg. 493B and 710, to newly constructed facility, Bldg. 6200. Work includes the loading of modules onto Contractor provided vehicles at pre-determined staging areas in and around Bldgs. 493B and 710, securing components to vehicles, transporting components to the new facility at Bldg. 6200, and unloading components at the designated off-load areas. There are 125 modules requiring movement, as specified below.. HPC[quantity(Qty) 27 units]: Length(L) 216 centimeter(cm) x 143 cm x Height(H) 167cm; 1351 pounds (lbs) each (ea). FAN[Qty 26 units]: L 118 cm x D 100 cm x H 125 cm; 580 lbs ea. LTP[Qty 30 units]: L 189 cm x D 119 cm x H 92 cm; 474 lbs ea. HPT[Qty 27 units]: L 189 cm x D 98 cm x H 118 cm; 688 lbs ea. AB[Qty 15 units]: L 259 cm x D 107 cm x H 114 cm; 998 lbs ea 7. Transport aircraft engine containers from existing Power Plant facility, Bldg. 493B to newly constructed facility, Bldg. 6200. Work includes the loading of engine containers onto Contractor provided vehicles at pre-determined staging areas in and around Bldgs. 493B, securing components to vehicles, transporting components to the new facility at Bldg. 6200, and unloading components at the designated off-lead areas. All containers will be packaged and sealed by the Government prior to staging. The contractor is not responsible for moving components further than the designated off-load areas. There are 37 engine requiring movement, as specified below.. F404-GE-400[Qty 15 units]: L 457 cm x D 138 cm x H 156 cm; 4668 lbs ea. F404-GE-402[Qty 9 units]: L 457 cm x D 138 cm x H 156 cm; 4743 lbs ea. F402-RR-408B[Qty 2 units]: L 397cm x D 199 cm x H 211 cm; 6350 lbs ea. J52-P-408B[Qty 11 units]: L 363 cm x D 145 cm x H 155 cm; 4218 lbs ea 8. Transport palletized IMRL work center components from existing Power Plant facilities, Bldg. 493B and 710, to newly constructed facility, Bldg. 6200. Work includes the loading of palletized componenst onto Contractor provided vehicles at pre-determined staging areas in and around Bldg. 493B and 710, securing components to vehicles, transporting components to the new facility at Bldg. 6200, and unloading components at the designated off-load areas. All pallets will be packaged and sealed by the Government prior to staging. The Contractor is not responsible for moving components further than the designated off-load areas. There are 28 pallets requiring movement, as specified below.. Weight: Minimum 250 pounds lbs; maximum 500 pounds lbs per pallet *Comment: used abbreviation sice abbreviation of the work, "pounds" is used before.*DD. Dimensions: L 97.54cm x D 76.2 cm x H 94.48 cm 9. The Government intends to award a single-award contract. 10. Award will be made to the responsible offerors whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price and non-price factors. 11. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online at https://asia.neco.navy.mil when it becomes available on or approximately Jan 2014. In the event the AsiaNECO is unavailable, the interested Offerors can access, vew and / or download the solicitation from the U. S. Government Federal Business Opportunities (FEDBIZOPPS) Website located at www.fedbizopps.gov. 12. Hard copies of the solicitation will not be provided. It is the contractor's responsibility to check the websites daily for any amendments to this solicitation. All interested offerors shall register at the website https://asia.neco.navy.mil. In the event that AsiaNECO is unavailable, the interested Offerors shall register at FEDBIZOPPS at www.fedbizopps.gov.
