Description
PRE-SOLICITATION NOTICE - 695-13-111, "BLDG.-6 CORRECT FCA DEFICIENCIES" (CONSTRUCTION), at the Clement J. Zablocki VAMC, Milwaukee, Wisconsin Project Summary: The Clement J. Zablocki VA Medical Center has a requirement for a general contractor capable of the following: Provide construction services necessary for the correction of FCA Deficiencies in the historic district. Contractor shall completely prepare site for building operations, including demolition and removal of existing items, and furnish labor, materials, equipment, tools, supervision and all other necessary resources to perform the work for Building 6 FCA Deficiency Corrections as required by the SOW, drawings and specifications. The FCA deficiency corrections will consist of, but not limited to, exterior brick and masonry walls, roof and windows; exit lights and lightening protection; mechanical equipment, steam isolation valves, steam radiation and ventilation for various areas; ADA fixtures and fire service check valves; spread footings and exterior wall vertical members; and elevators. All work must be in accordance with contract specifications and drawings for the Milwaukee VAMC, to be provided at the official posting of the solicitation. This project is expected to have a 450 day period of performance after receipt of the Notice to Proceed. All detailed requirements for this project will be shown on the drawings and specifications to be provided at the official posting of the solicitation. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is anticipated to be 100% Set-Aside for Service Disabled Veteran Owned Small Business firms. The SDVOSB must be CVE certified at website: http://www.vip.vetbiz.gov and registered in the following websites: System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/, registering or updating in CCR and ORCA portions of SAM, all prior to bidding on this project. The solicitation will be issued on/about January 30, 2014 with the bid opening on/about March 01, 2014. Dissemination of the solicitation will be limited to electronic medium only. All interested Bidders (prime & subcontractors) should register at www.fedbizopps.gov to assist prime and subcontractor communications, and for automatic receipt of updates. Amendments to the solicitation will be posted at www.fedbizopps.gov. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. The project magnitude range is between $1,000,000 and $2,000,000. The North American Industry Classification Code (NAICS) anticipated for this procurement is 236220 (General Buildings and Construction); small business size standard of $33.5 million applies. The contractor for this project will be required to provide a minimum of 15% of his/her own work force (or that of another SDVOSB subcontractor or partner) to complete this project. Davis Bacon Act wages will be required to be paid on this project.
