Description
The Department of Interior, National Park Service, Great Smoky National Park; has a requirement for boat and barge rehabilitation/remediation services for two vessels for Great Smoky Mountains National Park Facility Management Division. TECHNICAL SCOPE: GENERAL REQUIREMENTS: Contractor is responsible for supplying all the necessary services, equipment, labor and materials to complete the herein described work in a professional and timely fashion. All work is to meet EPA and USCG standards. Contractor is responsible for pickup and delivery to and from the designated remediation facility in accordance with all governmental laws, regulations, and orders. Contractor will perform the remediation services on both vessels within the below Period of Performance. Refurbishment of MAK1080, 3512-B Transporter Barge Fontana 1 and Monarch M5795 1981 Model Work Boat Fontana 2. The following is addressed and is intended to synopsize the work to be accomplished on the NPS vessel Fontana 1 and NPS vessel Fontana 2 owned and operated by the National Park Service operating out of out of Great Smoky Mountains National Park. Fontana 1 is a 35 transport barge is used to transport vehicles and equipment across Fontana Lake during an eight month season each year. Fontana 2 is a 21 work boat is used to transport employees and supplies across Fontana Lake during an eight month season each year. Both barge and boat have been in service since 1980 and 1981 without any major rehabilitation outside of replacement of both Fontana 1s Volvo diesel motors in 2000 and full motor replacement of Fontana 2 in 2008. The Park is looking for a vendor with experience and background in full boat restoration efforts. The goal of this project is to have both boat and barge back to like new condition after the rehabilitation efforts. The vendor will provide all labor, equipment and materials necessary to perform the following work. The vendor will provide costs for each line item noted in the scope of work. The National Park Service, Great Smoky Mountains National Park reserve the right to delete any item(s) from the contract with prejudice to the cost of the remaining items. COMMUNICATION: The Contractor shall coordinate work progress with NPS Representative (POC) to ensure that NPS personnel will be aware of any schedule delays that would affect park property or visitation. The Contractor shall remain in contact with the POC during the commencement of the work activities as to allow the POC to review the status of the work. Contractor shall immediately inform the NPS POC of problems that may affect the completion of the work per the schedule. INFORMATION PROVIDED BY THE GOVERNMENT: Fontana 1 may be inspected at Fontana marina located near Fontana Dam, NC 28733. Fontana 2 may be inspected at Oconaluftee Maintenance Yard located near Cherokee, NC 28719 along highway 441 Call 828-497-1927 for an appointment between the hours of 7:00 AM to 3:30 PM Monday thru Friday. Vessel can be picked up at any time after award yet delivery of refurbished barge must be to Fontana Dam location after remediation has been performed. Barge diagrams and pictures may be available as needed. COMMENCEMENT OF WORK: Work shall commence upon receipt of contract issue/notice to proceed (NTP). PERIOD OF PERFORMANCE: The Contractor shall perform all services identified in the scope of work no later than 90 days after the notice to proceed. Contractor will perform the work mentioned above as well as delivery of both vessels within period of performance. The prospective bidder/contractor shall ensure that all services provided by the Contractor and/or their sub-contractors meet or exceed the COE Safety and Health Requirements Manual EM 385-1-1 dated 15 September 2008 and any applicable OSHA or USCG regulations. All responsible sources may submit a proposal, which shall be considered. To be considered, a vendor must be classified a small business under the North American Industry Classification System (NAICS) code 562910 (Remediation Services) with a size standard of $14 million average annual sales or receipts for the preceding three (3) years.
