Description
Draft PWS This notice serves to announce the intent of the Marine Corps Systems Command Contracting Office to issue a solicitation for the procurement of Post Deployment Software Support (PDSS) and continued software development for the Combined Arms Command and Control Trainer Upgrade System (CACCTUS). CACCTUS is an upgrade to the USMC's CAST (Combined Arms Staff Trainer). Using the system components and capabilities - simulation, 2D and 3D visuals, interfaced C4I, synthetic terrain, and an after action review, the concept of operations for the CACCTUS system is to immerse the trainees in a realistic, scenario-driven environment to enable commanders and their battle staffs to train or rehearse combined arms tactics, techniques and procedures and decision-making processes. The system is currently providing training up to and including the battalion level. The CACCTUS project will ultimately provide interoperability between the CAST trainer and other Marine Corps Air and Ground Training devices. It will provide fire support training for the MAGTF elements up to and including the MEB level. CACCTUS is currently deployed at Camp Lejeune, NC; Camp Pendleton, CA; 29 Palms, CA, Kaneohe Bay, HI and Camp Butler, Okinawa, Japan and is not at Full Operational Capability (FOC). This effort will continue to develop evolutions to the current CACCTUS baseline as required to achieve FOC and continue to maintain the system though PDSS. Deployment of an annual upgrade includes contractor installation at each of the five sites. Request for Proposal (RFP) is anticipated to be issued in February 2014. The associated North American Industry Classification system (NAICS) for this procurement is 541511 - Custom Computer Programming Services. This Requirement is 100% small business set-aside. This pre-solicitation RFP seeks opinions on making the CDRL delivery more efficient; views on what information is needed to clarify the PWS and input to improve the RFP prior to final release. The most recent delivery of the Software Version Description(SVD), System/Sub-System Design Document(SSDD), Interface Design Description (IDD), Software Design Description(SDD), Software Users Manual(SUM) and Software Install Guide(SUM) will be available for review at RFP release. This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs. Industry day(s) information in support of this procurement will be announced a minimum of 2 weeks prior to event.
