- Standard Form SF1449 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and in conjunction with FAR Subpart 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached. This solicitation is issued as a Request for Proposal (RFP) and the reference number is FA3047-14-R-0007. This solicitation document with incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70 and DFARS change notice 20131118. The Offeror must propose on an all or none basis. Written proposals are required (oral offers will not be accepted). Submission of proposals must be in accordance with FAR 52.212-1, Instructions to Offerors, Commercial Items, and Addendum to 52.212-1. Please include CAGE Code, DUNS, Tax Identification Number, and Discount Terms. The NAICS code is 611430 and the size standard is $10M. The Contractor shall provide non-personal services necessary to perform work in support of Air Force Basic Military (BMT) Training at Lackland Air Force Base, Texas in accordance with this performance work statement (PWS). Contractor personnel shall perform services and support compatible with BMT training facilities, operating capacity and equipment for the application of advanced survey methodology and statistical analysis to develop and implement effective organizational and/or individual behavioral change strategies involved in the deliberate development of military training instructors (MTIs) through their direct supervisors and continuation training. Period of Performance: Basic Year with 4 one-year option periods. This is a 100% Small Business set aside requirement under the NAICS 611430. Award will be made on Lowest Price Technically Acceptable (LPTA) evaluation.
