This is a Sources Sought Notice for the US Army Corps of Engineers, Seattle District. This notice is for information purposes only and IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Seattle District, requests capability statements from businesses concerning the availability of services that satisfy the requirements described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. General Information: Responses are to be sent via email to Adam.M.Birkland@usace.army.mil (phone 206-764-3203) no later than 2:00 p.m. Pacific Standard Time on 9 January 2014. Interest in this announcement is to determine the availability and capability of both Large and Small businesses. The purpose of this notice is to gain knowledge of potentially qualified Large Businesses, Small Businesses (SB), 8(a), Small Disadvantage Business (SDB), Woman Owned Business (WO), Economically Disadvantaged Woman Owned Small Business (EDWOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), or HUBZone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAICS) code of 541690, Other Scientific and Technical Consulting Services. For the purposes of this procurement, a firm is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $14 million. Large business firms will be required to submit a detailed subcontracting plan specific to the subcontracted work (compliant with FAR 52.219-9). If the selected firm intends to submit a plan with lesser goals, it must submit written rationale in the plan why the above goals cannot be met. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Corps. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Consortia of firms or any other interested parties may submit information. Associations may be as joint ventures' or as key team subcontractors. GENERAL REQUIREMENTS: The US Army Corps of Engineers, Seattle District is seeking contractors that can perform subsurface explorations using rotosonic drilling technology to be performed at a Superfund Site in Stockton, California. The work will consist of drilling, sampling, and well installation services with the goal of installation of two 8-inch deep groundwater monitoring wells. Services include subsurface drilling using a rotosonic drilling rig to approximately 265 feet depth, groundwater grab sampling through temporary drill casing, well installation, well development, and optional boring decommissioning pending groundwater grab sampling results. The contractor shall provide documentation supporting well installation work including but not limited to State of California well installation permits and well completion reports. Well construction to be accomplished in accordance with all applicable State of California regulations and USACE guidance and standards. SITE DESCRIPTION: The project site is on a 29-acre site in Stockton, California. For a number of years, a company operated at the site chemically treating wood products in pressure cylinders with various preservation solutions containing creosote, pentachlorophenol (PCP), arsenic, copper, chromium, and zinc. Solvents or carriers for these preservatives reportedly included petroleum based fuels such as fuel oil kerosene and diesel, butane and ether. The chemicals of concern (COC) identified for the site are PCP, carcinogenic polynuclear aromatic hydrocarbon (cPAH), arsenic, dioxins/furans and naphthalene. Dioxins/furans are believed to have originated as manufacturing impurities contained in the PCP solution. The subsurface strata most likely to be encountered are alluvial fan and fluvial deposits including silt, silty clay, clayey silt, silty sand, sand, and coarse-grained sands and gravels. SUBMISSION REQUIREMENTS: Contractors responding to this announcement shall verify their ability to perform the services indicated above. Please include a brief description of the firm's technical capabilities as it relates to the requirement. In particular, verify the availability (either in-house or through a sub) of a qualified drill operator and helper with appropriate licenses and safety training. Also indicate the availability of at least one rotosonic drill rig capable of drilling boreholes to depths of at least 300 ft. using at least 8-inch outer diameter casing. Responses should also include company name, address, contact information, DUNS number, CAGE code, relevant NAICS codes, and small business status. Responses should be NO LONGER THAN 3 pages, and should be submitted to Adam Birkland at Adam.M.Birkland@usace.army.mil. Responses must be received no later than 2:00 p.m. Pacific Standard Time on 9 January 2014.
