- PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement for armed guard services at the Glen Canyon Dam. This requirement is being procured in accordance with Part 15 of the Federal Acquisition Regulations as a small business set aside. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. PROJECT DESCRIPTION: The principal components of the work are listed under the project description below: The Contractor shall: 1. Provide professional armed, uniformed security services to Reclamation, in accordance with contract requirements, 24 hours a day, 7 days a week, 365 days a year. Categories of duties are listed below. a. Defend critical assets from attack b. Control entrance to critical areas c. Staff Fixed Posts d. Maintain a Roving Patrol e. Respond to a spectrum of challenges to security ranging from individual assault to coordinated attack by organized determined adversaries f. Respond to injuries and illnesses g. Public Tour Screening and Monitoring Duties h. Monitor Building Rules and Regulations i. Law and Order j. Emergency/Special Keys k. Security and Fire systems l. Lost and Found m. Fly Flags n. Civil Disturbance/Criminal Acts o. Emergency Response p. Incident Reports q. Training 2. Monitor and maintain an arms room located in the security control center. 3. Staff, operate, and maintain the Security Control Center. 4. The contractor shall demonstrate that individuals working under this contract are able to: 4.1 Make shoot/no-shoot decision with handgun and/or rifle and fire a handgun and/or rifle at a person in the performance of their duties. 4.2 Use a baton, pepper spray, or other less-than-lethal applications of force, and apply handcuffs or other restraining devices as needed to mitigate a threat. 4.3 Read post assignments, produce reports, and respond to both routine and emergency dispatches/orders with precision and calm. 4.4 Apply verbal control techniques, including giving loud and clear directions in English to crowds or others failing to comply with established guidance. 4.5 Run, sprint, lift/carry/drag/pull/push heavy objects, climb stairs and/or steep grades (when, for example, responding to emergencies, ensuring timely and complete facility evacuations, in pursuit of an individual, etc.), and doing so while wearing protective gear and weapons. 4.6 Physically engage violent or potentially violent individuals. 4.7 Perform as a member of a quick reaction team to defend and protect critical assets within the facility with special weapons and tactics. 4.8 Ability to intervene in a medical crisis situation (such as providing emergency first aid/CPR while waiting for arrival of paramedics or other emergency personnel), or other high-stress situation involving employees or members of the general public. 4.9 Safely use a motorized vehicle with manual or automatic transmission, and/or a pedal vehicle as primary means of transportation. 4.10 Make frequent contact with the general public, law enforcement, and dispatch center via radio or telephone, requiring the ability to speak clearly and distinctly in English while remaining calm in stressful situations (for example, confrontations with angry, distraught, disturbed, or violent persons). 4.11 Proficiently use post security equipment (such as magnetometers, X-rays, CCTV, etc.) that may emanate safe levels of electromagnetic radiation for multiple hours. 4.12 Perform limited and very basic counter-surveillance duties (i.e. watch a suspicious person or persons without raising concern with those persons, and adequately recording and reporting the results) and information in a timely matter. 4.13 Meet the requirements of a Drug Free Work Place. The Government intends to award a base contract with four (4) one year options. CLASSIFICATION CODES AND SIZE STANDARD: The NAICS code for this project is 561612 with a small business size standard of 19 million dollars. The PSC is S206. COMPETITION: Solicitation R14PS94002 is anticipated to be conducted as a total small business set aside. The Government reserves the right to award with or without discussions. The project specifications and project location will be defined in the solicitation document. SOLICITATION RELEASE DATE: The release date for the final and formal Solicitation No. R14PS94002 under the procedures of FAR 15 Contracting by Negotiation is anticipated to be in January 2014. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers, etc. as the Government will not be providing any other methods of information dissemination. SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered, and maintain an active registration, in SAM for Government contract award consideration. If you had an active record in CCR, you have an active record in SAM. SITE VISIT: The Government intends to conduct a site visit for highly-interested vendors in January 2014.
