Description
The General Services Administration (GSA), Great Lakes Region, Acquisition Management Division (AMD) is issuing this synopsis for the Exterior Windows and Masonry Restoration project, located at the Ashley Courthouse, in Toledo, Ohio. This procurement is a Total Small Business Set-Aside. The estimated cost is between $500,000 and $1,500,000. The NAICS code is 236220. The Small Business Size Standard is $33.5 Million. For general reference, the scope of this project requires the contractor to furnish all labor, equipment, tools, materials, and supervision necessary for repair and repainting of all exterior-sides of all wood windows including within two light-wells and basement windows behind grilles; removing, repairing, and repainting all steel bar grills over basement windows; and repairing and restoring sandstone masonry at critical points of failure, primarily at and below the belt course and at one column on the East facade. The exterior building walls consist of Berea sandstone with a granite base. The building is listed on the National Register of Historic Places; therefore all work must abide by the Secretary of the Interiors Standards and Guidelines for Rehabilitation work on Historic Properties. All bidders should meet the competency qualifications which will be outlined in the Request for Proposal (RFP) regarding prior experience conducting similar work in historic properties. This contract will consist of a base scope of work and options. The base scope of work is inclusive of, but not limited to the repair and repainting of all exterior-sides of all wood windows including within two light-wells and basement windows behind grilles, removing and repainting all steel bar grills over basement windows. The options will include, but may not be limited to the following: Option 1: Repairing and restoring sandstone masonry at critical points of failure on the East, West, and South facades; Option 2: Repairing and restoring sandstone masonry at critical points of failure on the North facade. The Government reserves the right to award any or none of the options. The Base Contract shall have a performance period of 180 calendar days. It is the Government's intent to award a contract to the responsible offeror whose proposal will conform to the solicitation and provide the best value to the Government based on the following evaluation factors: Past Experience, Past Performance, Project Management Plan, Qualifications of Key Personnel, and Price. The Solicitation will be released on or about January 15, 2014, with a proposal due date on or about February 17, 2014. A pre-proposal site visit will be scheduled within two weeks of the issuance of the solicitation. The entire scope of work, inclusive of drawings and technical documents will be available through Federal Business Opportunities. Interested parties are responsible for printing the Solicitation and all related documents. It is also the interested parties' responsibility to monitor this site for release of the Solicitation, amendments and any other related information. The Government anticipates the award of a Firm Fixed-Price Contract on or about March 15, 2014. One or more of the items under this acquisition is subject to Free Trade Agreements. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
