Description
The National Park Service will issue a 100% HUBZone Set-Aside, Request for Proposal (RFP) for a firm, fixed-price construction contract. This solicitation will facilitate award for construction of 1,200' of new roadway at an existing historic dirt/gravel road. The work includes: site preparation including demolition and removals; clearing and grubbing; rough grading; fine grading; asphalt concrete paving, curb and gutter installation; retaining wall construction; rip rap; parking stalls; promenade pathway; bike racks; trash enclosures; wooden boardwalk; benches; subsurface utility adjustments; storm water collection and treatment; and replanting of disturbed areas with native species. In addition, the work will also include a gravel temporary parking lot/connector road. Evaluation of proposals will be performed on a "trade-off best value" basis. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price. The disclosure of the magnitude of construction range for this project is $1,000,000 to $5,000,000. Time for proposed contract completion will be stated in the solicitation. This project is a HUBZone Set-Aside. The North American Industry Classification System (NAICS) Code is 237310 with a size standard of $33.5 million. Offerors: Please be advised of on-line registration requirements for the System for Award Management (SAM). SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS and directed solicitation provisions concerning electronic annual On-line Representations and Certifications. To be eligible for contract award a firm must be registered in the SAM database, and have a DUNS number. Register via the SAM Internet site at https://www.sam.gov/portal/public/SAM/ or by contacting the Service Desk, https://www.sam.gov/sam/helpPage/SAM_Reg_Status_Help_Page.html. Additionally, contractor's SAM representations and certifications are required to be updated annually to keep information current, accurate and complete. This solicitation will be issued in electronic format only and will be available to download on or about 15 January 2014 at: https://www.fedconnect.net/FedConnect/. Pursuant to Federal Acquisition Regulations (FAR), the solicitation will be available for download not earlier than 15 days following the posting of this synopsis. Pursuant to FAR, the response date of the solicitation is no earlier than 30 days from the date of the solicitation release date. The proposal due date will be noted on the solicitation at the time of issue. Technical questions will not be addressed at this time. Technical questions will be addressed through an online system or email during the solicitation period. Copies of this solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents will be posted and made available for viewing to the FedConnect website (https://www.fedconnect.net/FedConnect/). NOTE: There are no plans, specs, or drawings associated with this synopsis at this time. Any plans and specifications will be available for download on the FedConnect website ONLY.
