- Description
- NASA/GRC has a requirement for 1 Qty FINE/Turbo Software License Renewal with 1 Qty Parallel Add-On (16 CORES) and 1 Qty Non Linear Harmonics License Renewal and 1 Qty Add-On Autogrid5 Advanced. The FINE/Turbo software will be used to continue the unsteady flow simulation work necessary for open rotor noise modeling and prediction. <p> NASA/GRC intends to purchase the items from NUMECA USA, Inc. <p> NUMECA USA, Inc. is the sole supplier of the specialized computational fluid dynamic (CFD) simulation software called FINE/Turbo that meets the requirements of the government. FINE/Turbo has a fully integrated software environment that includes a specialized grid-generator, boundary condition, flow simulation software and post-processing and visualization features. NUMECA USA, Inc. owns the source code and there are no resellers. <p> The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedure set forth in FAR Part 13. <p> The Sole Source is under the authority of FAR Reference 13.106-1(b)1. <p> Oral communications are not acceptable in response to this notice. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 6, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
