- Single Family Post Insurance Division This is a SOURCES SOUGHT NOTICE to determine the availability and capability of qualified small businesses (including certified 8(a), Small Disadvantaged, HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) to maintain and operate an off-site Single Family Post Insurance Division/Single Family Claims Support Center that provides a variety of contractor technical and support services. These activities include services to analyze, calculate and recommend action on supplemental claims, collect incoming mail, prescreen and batch claim packages in preparation for data entry, open and direct other pieces of correspondence and/or documents to Single Family Claims Branch (SFCB) staff and perform file maintenance activities. The contractor will adhere to the rules, regulations, laws, standards and conventions identified by HUD as well as within the Federal Government. The contractor shall be accountable for all work done to comply with the requirements and deliverables, as well as be responsible to the Government. Background: The SFCB responsibilities include the receipt and disposition of mail and correspondence relating to claims processing, claim forms and other miscellaneous documents. With the recent enactment of the Housing and Economic Recovery Act of 2008, FHA Modernization Act of 2008, the SFCB receives a significant increase in claims forms and other supporting documentation from mortgagees, Home Ownership Centers (HOC) representatives, Headquarters (HQ) staff, and servicing agents. A lack of control or delays in the processing and delivery of incoming mail cause delays in claim processing. Such delays cause the Department to incur greater costs in higher claim payments and a decrease in customer satisfaction as to the timeliness of our services to them. Claim processing is highly automated and carried out by the Single Family Claims (also known as A43C) subsystem of the Single Family Insurance System/Insurance in Force (SFIS/IIF). Fiscal year (FY) 2013 claim volume was 500,000 transactions. Approximately 80 percent were processed automatically, with an estimated 100,000 claims processed as exceptions which required manual intervention. Certain processes are not automated and the affected claims must be processed manually, as are exceptions that occur within the automated processes. To ensure that claims submitted by mortgagees for FHA insurance benefits are reviewed and processed in an accurate and timely manner, the SFCB requires support in its control and processing of supplemental claims, delivery of incoming mail and file maintenance. Objectives: The SFCB seeks to identify if there are sufficient certified 8(a), Small Disadvantaged, HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses contractors with the appropriate qualifications, commitment, and experience either internally generated by using their own employees or through teaming or subcontracting to: (a) analyze, calculate, and process supplemental claims, (b) collect incoming mail and direct it as appropriate, (c) prescreen and batch incoming paper claims to be keypunched, and (d) perform file maintenance. The Contractor(s) must satisfy the following requirements. Provide a detailed description of your company's (including its teammates, if applicable) experience and demonstrated abilities to deliver each and every one separately of the following requirements: A. Maintain and operate an off-site Single Family Post Insurance Division/Single Family Claims Support Center to provide a variety of Contractor technical and support services. These activities include services to analyze, calculate and recommend action on supplemental claims, collect incoming mail, prescreen and batch Form HUD-27011 claim packages in preparation for data entry, open and direct other pieces of correspondence and/or documents to SFCB staff and perform file maintenance activities. 1. Task 1: Analyze, Calculate and Process FHA SF Supplemental Claims for Forward Mortgages - Claim Type 05 (Annual Estimated Volume - 50,000). 2. Task 2: Analyze, Calculate and Process FHA SF Paper Supplemental Claims for Reverse Mortgages - Claim Type 24 (Estimated Volume - 5,800). 3. Task 3: Collect, Batch and process Incoming Mail, including supplemental claim packages and supporting documents for suspended claims (annual estimated volume - 60,000). 4. Task 4: Pick up and Perform File Maintenance of Supporting Documents for Paid Claims (Annual Estimated volume - 80,000). Pick up the supporting documents of paid claims and perform file maintenance and associated activities daily to maintain documents in an organized, retrievable form at Contractor's site. B. Personnel The Contractor shall provide the appropriate number of skilled staff to perform the task with the requisite level of experience and ability to interface effectively with Federal personnel and mortgagees. The Contractor shall provide project management supervision, site security, report production, file management. Personnel required are Project Director (PD), Senior Claim Analyst, Senior Technician and System Support Administrator. The Contractor employees shall have a sense of organization, basic computer experience and accurate keying abilities. The employees shall be able to follow instructions and pay attention to detail. Several will require a high level of knowledge and expertise. The claim analysts shall be articulate and able to comprehend FHA SF Insurance Claims Policies, Procedures and Processing. The Claim Analyst must have analytical skills, sound decision-making skills and good writing skills. C. Security Requirements: All employees performing work under this contract shall satisfy all requirements for appropriate security eligibility in dealing with access to sensitive information and information systems. Because of the sensitivity of HUD data, Contractor employees shall also be required to undergo a Level 5 Public Trust security clearance, including finger printing. D. The Contractor shall maintain and operate a facility of sufficient size to accommodate the personnel and equipment necessary for performance of the requirements. The facility must be secured 24 hours to provide physical security of documents. E. Contractor shall have the appropriate facilities to perform all stated activities including mail address to facilitate communication with HUD and lenders, an ISP connection in order to access a secured Virtual Private Network (VPN). Contractor shall provide all office supplies (e.g., desk/work tables, computer tables and bookcases) necessary to complete the proposed contract. The contractor will provide for the transport of documents daily between the post office, the Department and the contractor's site. F. Confidentiality Requirements: All personnel shall sign a Confidentiality and Non-disclosure Agreement, agreeing not to disclose any confidential information. The contractor must certify that they are in compliance with Section 508 of the Rehabilitation Act Amendments of 1998, which establishes information data accessibility rights for the disabled. The NAICS Code is 541211. The small business size standard is $19M. Interested small business offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of the respondents' capacity and capability to perform the specific work as required. Response must directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform each of the tasks described above in sufficient level of detail to allow definitive review of the capability statement and evidence that the contractor can satisfy the minimum requirements listed above in compliance with FAR 52.219-14 ("Limitations of Subcontracting"). Failure to definitively address each of these requirements will result in a finding that respondent lacks capability to perform the work. Responses to this notice shall be limited to ten (10) pages, and must include: 1. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 3. Business size for NAICS 541211, size standard, and status, if qualified as an 8(a) firm, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone firm, and/or Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information Pages). All 4. DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in the System for Award Management (SAM, at www.sam.gov) to be considered as potential sources. 5. Identification of the firm's GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. 6. If the company has a Government approved accounting system, please identify the agency that approved the system. Please submit copies of any documentation such as letters or certificates to indicate the firm's status (see item #3, above) Teaming arrangements are acceptable, and the information required above on the company responding to this announcement, should also be provided for each entity expected to be teammates of the respondent for performance of this work.
