Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. THIS ALSO SERVES AS AN ANNOUNCEMENT OF THE GOVERNMENT'S INTENT TO SOLE SOURCE THE REQUIREMENT TO ERSM AFGHANISTAN, LTD. The US Department of the Interior, Interior Business Center, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D14PS00106 as a Request for Quotes (RFQ)on behalf of the Task Force for Business and Stability Operations (TFBSO) of the Department of Defense. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-71. The associated North American Industrial Classification System (NAICS) code for this procurement is 561210 Facilities Support Services, with a small business size standard of $35.5M. The Product Service Code for this procurement is V231 Transportation/Travel/Relocation Travel/Lodging/Recruitment: Lodging, Hotel/Motel. This acquisition is issued as an unrestricted solicitation. AQD will use procedures that provide for issuance of a contract on the basis of other than full and open competition that are authorized by Federal Acquisition Regulations (FAR) in Subpart 6.302-1(a)(2). The Task Force for Business and Stability Operations (TFBSO) currently has the need for a turnkey housing facility in Afghanistan for approximately 43 government executives, staff and multi-national executives. The housing compound shall also be in reasonably close proximity to the following: International Security Assistance Force (ISAF) Headquarters, the US Embassy and Camp Eggers. Proximity is required by United States Forces - Afghanistan (USFOR-A) due to the security situation in Kabul. The facility and services must be ready for occupancy immediately upon the expiration of the existing facility contract to ensure no disruption to the TFBSO mission. The Government intends to evaluate quotes and award a contract without exchanges. Therefore, the contractor's initial quote should contain the contractor's best terms from a price and technical standpoint. However, the Government reserves the right to conduct exchanges with contractors if later determined by the CO to be necessary. The order shall be a Firm-Fixed-Price (FFP) contract. The Period of Performance is a Base Period beginning 24 Feb 2014 and ending 31 Dec 2014 with three 3-month Option Periods. Place of performance and acceptance shall be at the Contractor's site in Kabul, Afghanistan. Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and addenda are attached. Provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition with the basis of award being technical capability, past performance and price. Contractors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer or provide reference to their on-line certifications via the System for Award Management (SAM). Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and addenda are attached. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. This clause identifies any additional FAR clauses cited in the clause that are applicable to this acquisition. Other additional contract requirement(s) or terms and conditions apply. Contractor shall submit their technical and price quotes [see the instructions under 52.212-1 - Instructions to Offerors - Commercial Items (Jul 2013)], electronically via email to the Contract Specialist, at Dinah_Sison@ibc.doi.gov by the closing date of 23 Jan 2014 at 1:30 P.M. Eastern Time (ET). Contractor is advised that failure to submit a response by this date and time may result in their quote not being considered. NOTE: Due to email server limitations, please limit the size of each email with attachments to 10MB. If the contractor is unable to provide an electronic copy and prefers to submit a hard copy of the quote, please contact the Contract Specialist at 703-964-3647 or Dinah_Sison@ibc.doi.gov prior to the hard copy submission. The hard copy quote must be received by the Government by the due date and time specified on this solicitation and delivered to the following address: DOI/IBC/Acquisition Services Directorate (AQD) Attn: Dinah Sison 381 Elden Street, Suite 4000 Herndon, VA 20170 Failure to submit the hard copy by the due date and time may result in the contractor's quote not being considered. Please be advised that the Acquisition Services Directorate is located in a secure building. If offers are hand delivered, please ensure the courier is instructed to ask the guard at the lobby to call the Contract Specialist at 703-964-3647. A staff member will meet the courier to receive the submittal. OTHER RESPONSIBLE SOURCES: Any response to this notice by a responsible source that meets the requirements of the turnkey housing facility (including security requirements) must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. Other sources that would propose the use of secure transportation via armored vehicles from the contractor's site to the sites listed in the Statement of Work shall not be considered for this acquisition as armored vehicles are not a requirement of the Government. Quotes of other responsible sources that can fulfill this requirement must be received by the Contract Specialist by 23 Jan 2014 at 1:30 P.M. Eastern Time (ET) to be considered by the Government. RFQ QUESTIONS: Contractors shall submit all technical questions concerning this solicitation in writing (email is acceptable) to the Contract Specialist at Dinah_Sison@ibc.doi.gov, on or before 1:30 pm Eastern Time, 07 Jan 2014. (TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED.) The Acquisition Services Directorate will answer questions which may affect offers in an amendment to the solicitation. The Government reserves the right to transmit those questions and answers of a common interest to all prospective contractors. The contractor or source of the question will not be referenced when issuing an amendment to the solicitation.
