- The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Department of the Interior's (DO) Office of Aviation Services (OAS) has a requirement for helicopter services, fully contractor operated and maintained, to support the Bureau of Land Managements (BLM) fire suppression operations in Elko, NV. This requirement is for a light helicopter meeting the following minimum aircraft requirements. Five (5) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single-pilot operated. Turbine engine powerplant. Non-jettisonable payload (HOGE) with a minimum of 750 pounds at 25 degrees C at 7,000 feet pressure altitude using a pilot weight of 200 pounds, a 25 pound survival kit and fuel for 1.9 hours. A fuel servicing vehicle with a 12 hour capacity will be required. The aircraft, fuel truck will be used to support the Bureau of Land Management, Elko, NV fire management and resource program requirements. The helicopter will be based in Elko, Nevada, but may be used nationally as may be determined by dispatch entities to support wildland fire emergencies. The exclusive use period, subject to change as permitted in the solicitation, is June 7, 2014 through September 5, 2014 (90 days). The contract includes annual option to renew for three additional years. Potential duration of the contract is five years. The Contractor shall possess a Federal Aviation Administration (FAA) certificate issued under 14 CFR Part 135, 133, and 137. The anticipated issue date of the solicitation is January 28, 2014 with a projected closing date of February 18, 2014. It is a requirement that the successful awardee be registered in the System for Award Management (SAM), formerly known as CCR. This solicitation is set-aside 100 percent for participation by small business concerns under NAICS code 481211, Nonscheduled Chartered Passenger Air Transportation, which has a small business size standard of 1,500 employees or less.
