- Description
- The United States Special Operations Command (USSOCOM) Directorate of Procurement is increasing the value of the Ground Mobility Vehicle (GMV) version 1.1 contract, H92222-13-D-0013, under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source, which was awarded on 23 August 2013 to General Dynamics Ordnance and Tactical Systems (GDOTS). An increase of approximately $1.4M is anticipated in order to enable Production Qualification Testing (PQT). The increase will result in an estimated contract value of $564M and will apply to the following requirements: • Prototype Vehicles - increase maximum qty from 7 to 9; • C4ISR Material/Integration for Prototype Vehicle - increase maximum qty from 7 to 9; • Surrogate Armor Kit - increase maximum qty from 1 to 3; and • Conduct pre-Critical Design Review (CDR) vehicle test. This increase is required in order to conduct PQT at multiple test sites, run the necessary test miles and events, and be able to remain on program schedule to meet the required delivery schedule of the production vehicles. Additionally, the ability to conduct a pre-CDR vehicle test is required in order to lower Government risk prior to locking down the configuration in the CDR. Substitution of these items with incompatible products would void test results utilized for safety release and fielding to Special Operations Forces. The pursuit of full and open competition would result in unacceptable delays and substantial duplicate costs.
