- PreProposal Conference and Site Visit Instructions Draft Statement of Work The DLA Distribution and DLA Distribution Corpus Christi, TX has a requirement for a contractor to provide all management, supervision, and labor, to perform receipt, stow, issue, and local delivery of material in the Work in Process Control Area (WIPCA) and computer operations of the Corpus Christi Army Depot (CCAD) maintenance activity utilizing the Logistics Modernization Program (LMP), the Electronic Shop Production System (ESPS), the Automated Storage Retrieval System (ASRS), Electronic Turn-In Document System (ETIDS), and Federal Logistics Data (FEDLOG). This work is being performed to support the Corpus Christi Army Depot (CCAD) at DLA Distribution Corpus Christi, TX. Work to be performed encompasses totality of the Material Receipt Activity (MRA) and Maintenance Depot Work in Process (WIP); repair parts, local fabrications, local procurement; and Depot Maintenance Owned Material. The Contractor shall provide all supervision and labor to perform receiving, stowing, issuing, and local delivery of material. The Contractor shall use LMP, ASRS, ESPS, ETIDS, and FEDLOG to process stows and issues. The Contractor shall use the Distribution Standard System (DSS) to manifest material moving to the work centers by non- Automatic Ground Vehicle (AGV) transport. The anticipated period of performance for this contract is as follows: YEAR PERIOD OF PERFORMANCE Phase-In 01 July 2014 through 31 July 2014 Base Year 01 August 2014 through 30 June 2015 Option Year 1 01 July 2015 through 30 June 2016 Option Year 2 01 July 2016 through 30 June 2017 Option Year 3 01 July 2017 through 30 June 2018 Option Year 4 01 July 2018 through 30 June 2019 This requirement has been offered to the Small Business Administration's 8(a) program providing for full and open competition after the exclusion of sources under FAR Part 15, Contracting by Negotiation. Contract award will be made on the basis of competition limited to eligible 8(a) firms. It is anticipated that award will be made during June 2014. The North American Industry Classification System (NAICS) code and size standard are 493110 and $25.5 million, respectively. All documented related to this notice will be posted to the Federal Business Opportunities website. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this pre-solicitation notice. There will be no advance notification of amendment/modification/solicitation issuance. Prospective offerors are advised to consult the website frequently to check for the issuance of amendments/modifications and/or solicitations. Incumbent is Patricio Enterprises, Inc., Contract No. SP3300-11-D-1000 Task Order 0025. This contract was awarded on August 1, 2013, in the amount of $811,109.40 for a one year period. It is anticipated that Solicitation SP3300-14-R-5002 will be posted to this site during the week of January 22, 2014. Amendments to the Solicitation will also be posted to this site. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the solicitation. Amendments may be issued up until the proposal due date. Failure to acknowledge amendments may render your proposal ineligible for award. Interested offerors are encouraged to use the "Register to Receive Notification" function to register as an interested vendor. A site visit for this procurement is scheduled for January 30, 2014. Additional information regarding registration for this site visit has been posted with this notification. It is expected that interested offerors will attend the site visit and thoroughly familiarize themselves with the project. NOTE: All offerors MUST be registered in the System for Award Management (SAM) at www.sam.gov or an award cannot be processed. The Government intends to award a contract resulting from this solicitation to the responsible offeror with the lowest evaluated price and satisfactory performance record. Failure to submit all the information requested by the solicitation may result in the proposal being eliminated from consideration for award.
