Description

PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Air Pollution Prevention and Control Division (APPCD). The EPA/ORD/NRMRL/APPCD has a requirement for an Online system for the measurement of total nitrogen and carbon in aqueous samples at the laboratory in Research Triangle Park, NC with the following minimum specifications: An analysis time of < 10 minutes for both total carbon and total nitrogen Automatic sample injection Variable sample injection volume from 10 to 2000 microliters Online dilution capability Adjustable sample flow rate with a minimum of 0.1 liter/min Small physical footprint (<800mmWx800mmDx1000mmH) Measurement range down to a minimum of 4 ppb for total carbon and 50 ppb for total nitrogen Analog and RS232 output capability Installation & Training Warranty Period: 1 year after acceptance Shipping: FOB Destination Delivery: 30 days ARO The government anticipates awarding a single fixed price purchase order. The solicitation is subject to full and open competition accomplished under FAR Part 12 Commercial Procedures. The EPA anticipates award will be made in February 2014. The request for quotation is anticipated for release on or about January 16, 2014, and will be maid available through FedConnect at www.fedconnect.net.
